Yangın, patlayıcılar ve ateşli silah kalıntıların toplanması ve analizinde temel stratejiler

Abstract

6. ÖZET Olay yeri incelemesi yıllardan beri kriminalistler için sorun olmuş tur. Bu çalışmada kriminal amaçlı örnek toplamanın standartlaştırılması ve ülke geneline yaygınlaştırılması amaçlanmıştır. Uluslararası standartlarda kabul edilen ve maliyeti ucuz örnek al ma çantası ile örnek toplamanın pratik olarak ülkemizde nasıl uygulanabi leceği gösterilmiştir. Genel olarak; Yangın, patlayıcılar ve ateşli silahların çeşitleri, fonksiyonları tanımlanmaya çalışılmış ve Türk Ceza Kanununun (T.C.K.) ilgili madde ve fıkralarıyla ilgi kurularak çantanın önemi incelenmiştir. Oluşturulan çanta, Şüpheliden örnek alma ve genel amaçlı örnek alma çantası diye iki tür olarak düşünülmüştür. Çantaların nasıl kullanıla cağı en ince ayrıntısı ile belirtilmiştir. Yine bu bölümde, Şüphelinin giyim eşyasının ön yüzünden ve cep içlerinden özel bir aletle emme yoluyla örnek alınması, yangın hızlandırıcı ların sudan arındırılması patlayıcılarda patlama sonrası meydana gelen or ganik ve inorganik kirliliklerden kurtarmak için yürütülen metodlar ince lenmiştir. Yangın, patlayıcılar ve ateşli silah kalıntılarının analizinde kullanı lan yöntemlerden kapiller elektroforezi (CE) güvenilir, pratik ve tekrarla nabilir analiz yöntemi olduğu gözlenmiştir.

SUMMARY The investigation at the place of event have been a problem to the criminalists for many years. The purpose of this study is the standardi zation of collecting samples for the criminal purposes and widening of this all over the country. The event has been shown here is that how sample collecting with the cheap sample collection bag that costs less and accepted in the interna tional standards can practically be implemented in our country. In general, the kinds and functions of the fire explosives and guns have been defined and the importance of the bag has been studied by rela ting to the relevant articles and paragraphs of the Turkish Criminal Code. The bag is realized in two types, one is for taking samples from the suspected one and the other is for taking samples in general purpose. How such bags will be used has been shown in detail. Taking a sample through suction by a special device from the front side of the garment of the suspected one and from their pockets, puri fication of fire accelerators from water and the methods executed for re moving the organic and inorganic foreign materials occured after the explo sion of explosives, have been studied at this section. It is observed that the capillary electrophoresis (CE) is a reliable, practical and repeatable analysis method which is a method used for the analysis of the residua of fire, explosives and guns.
