Tunceli ilinin kalkınmasında turizmin değerlendirilmesi: Yerel kurum yöneticileri boyutuyla bir araştırma

Abstract

Kalkınmada Öncelikli Yöreler kapsamına 1968 yılında alınan Tunceli ili kalkınma hamlelerinde arzulanan seviyeye ulaşamamıştır. Uygulanan kalkınma politikalarının ulus ve ulus altı (bölge) ölçeğinde değerlendirilmesi, sahip olduğu potansiyelin yerel ölçekte değerlendirilmemesi ve yerel aktörlerin kalkınma çabalarında etkin rol almamaları/alamamaları Tunceli'yi sürekli göç veren, ekonomisi kamuya bağlı kalkınmamış bir il olarak karşımıza çıkarmaktadır. Yerel alanın, yerel halkın ve yerel dinamiklerin kalkınmada aktif rol almaları temeli üzerine inşa edilmiş olan yerel ekonomik kalkınma yaklaşımının tanımlamasından yola çıkarak Tunceli'nin kalkınması için, yörenin sahip olduğu potansiyelin en etkin ve verimli şekilde kullanılması amaçlanmalıdır. Ayrıca yerel kaynakların en etkin kullanılacağı sektörün belirlenmesi, sektör seçiminin önemini ortaya koymaktadır. Turizm sektörünün bu noktada Tunceli ilinin kalkınma hamlelerini gerçekleştirebilmesi için önemli bir araç olabileceği düşünülmektedir. Çalışmada bu düşüncenin test edilmesi amaçlanmaktadır. Bu amaç doğrultusunda Tunceli ili yerel kurum yöneticileri üzerinde anket uygulaması yapılmış, yerel kurum yöneticilerinin ilin kalkınmasında turizm sektörü üzerine görüşleri tespit edilmeye çalışılmıştır.Yerel ekonomik kalkınmada turizm sektörünün önemini belirleyebilmek amacıyla yapılan bu çalışma beş bölümden oluşmaktadır. Çalışmanın birinci bölümünde, çalışmanın problemi, amacı ve önemi, varsayımları ve sınırlılıkları açıklanmış, hipotezler belirlenmiştir. İkinci bölümü oluşturan ilgili alan yazın başlığı altında üç kısım oluşturulmuştur. Birinci kısımda; yerel ekonomik kalkınma kavramı, yerel ekonomik kalkınmada kurumların rolü ve sektörel planlamanın önemi incelenmiştir. İkinci kısımda; turizm sektörü, turizmin yerel ekonomik kalkınmadaki önemi ve turizmle yerel ekonomik kalkınmayı başarmış örnekler incelenmiştir. Üçüncü kısımda; Tunceli hakkında çeşitli genel ve istatistiki bilgiler açıklanmıştır. Üçüncü bölümde araştırmanın yöntemi ve metodu açıklanmıştır. Dördüncü bölümde Tunceli ili yerel kurum yöneticilerinin ilin kalkınmasında turizm sektörüne bakışlarına ait düşüncelerinin tespitine yönelik anket sorularına verilen cevaplar analiz edilerek açıklanmış ve hipotezler sınanmıştır. Beşinci ve son bölümde ise; analizlerin sonuçları bir bütün olarak yorumlanmış ve sonuçlar doğrultusunda birtakım önerilerde bulunulmuştur.Anahtar Kelimeler: Yerel Ekonomik Kalkınma, Yerel Ekonomik Kalkınmanın Araçları, Yerel Yönetimler, Turizm, Yerel Kurumlar, Tunceli

Tunceli which was included in the priority regions in development in 1968 have not reached the desired levels of development. We consider Tunceli as an undeveloped province, its economy depending on the public, a city that people migrates constantly due to the evaluation of the implemented development policies at the national and sub national (regional) scale, non-evaluation of its potential at local scale and not taking an active role of local actors at the development efforts. Considering the definition of local economic development approach based on the fact that local area, local people and local dynamics take active roles at the development, the potential of the local should be used the most efficiently for the development of Tunceli. Moreover, the determination of sector in which the local resources are used the most efficiently reveals the importance of the choice of sector. At this point, tourism sector is regarded as the most significant tool that the province Tunceli can perform the developmental advances. The aim of this study is to test this idea. On this context, a survey was conducted to the managers of local institutions in Tunceli and their views on tourism sector at the development of the province were tried to determine.This study aiming to determine the importance of tourism sector at the local economic development consists of five parts. The first part deals with the problem of the study, its aim and importance, its assumptions, limitations and hypothesis. The three sections are under the heading of related literature in the second part. In the first section; the concept of local economic development, the role of institutions at local economic development and the importance of sectoral planning. In the second section; tourism sector, the importance of tourism at local economic development and samples that has accomplished the local economic development through tourism. In the third section; various general and statistical information about Tunceli.The method of the study was described in the third part. The answers to the questionnaire into the determination of the views of managers of local institutions on tourism sector at the development of the province were explained by analyzing and hypotheses were tested in the fourth part.
