European security & defense policy what is needed for the European security?

Abstract

Bu çalısmanın amacı, Avrupa Birligi'nin güvenlik ve savunma politikasının öneminitartısmak ve ortak Avrupa kimliginin, bu politikanın hayata geçilmesinde önemli bir roloynayabilecegini vurgulamaktır. Çünkü etkili bir güvenlik ve savunma politikasınınolusabilmesi, ortak bir Avrupa kimliginin, ortak çıkarlar dogrultusunda yaratılması gereklidir.1648 Westphalia Antlasmasın'dan bu yana güvenlik konuları, ulusal egemenlik veulusal kimlik baglamında degerlendirilmekte ve analiz edilmekte; çünkü ulusal güvenlik, ulusdevletinin iç ve dıs egemenligi için hayati bir sembol teskil etmekte. Oysaki Avrupa Birligiekonomik birlik konusunda önemli basarılar gerçeklestirirken, ortak Avrupa kimligidogrultusunda politik birlik kuramamıstır; nedeni ise ortak çıkarlar temelinde ortak birAvrupa kimliginin henüz olusamamasıdır.Aslında, Soguk Savas'ın baslamasından beri Avrupa Birligi, uluslararası alandabirlikte hareket etmek için güvenlik ve savunma politikasını gelistirmeye çalısmakta. Bunaragmen basarılı olamamıs, çünkü AB daha çok ekonomik bir güç ve birlik olma yolunda, budurum da AB'nin askeri bir güç olmasının önünde önemli bir engeldir.Bunun yanında, Avrupa birligi ortak bir ordu, hava ve deniz gücü olusturmak için deyeterince politik iradeye sahip degildir. Bunun sonucunda, AB güvenlik ve savunmakonusunda krizlere müdahale etmek için, ABD'den bagımsız davranacak sekilde ortak birkimlik olusturamamıs ve dolaysıyla etkili bir uluslararası aktör degildir.Özetle, buradaki amaç, Avrupa Birligi'nin, Ortak Güvenlik ve Savunma Politikasıkonusunda gerçeklestirdigi çalısmaları ve projeleri analiz etmek, NATO ve ABD'denbagımsız hareket edebilmesi için ortak Avrupa kimliginin olusturulma gerekliliginivurgulamaktır. Çünkü ortak bir Avrupa kimliginin olusması durumunda AB uluslararasıarenada birlikte hareket edebilecek ve küresel, bölgesel ve potansiyel bir askeri güç halinegelecektir.

This paper is prepared in order to analyze the current debate about the significance ofcommon security and defense policy of the EU and its significant relations with the commonidentity, because achievement of a common security and defense policies is particularlydepended the creation of a common European identity based on common interests for thefuture of European security.The security issues have been analyzed and managed through sovereign nations and itsnational identity, including national interests because a common national security is definedas pivotal symbol for internal and external sovereignty that is formed after political andsecurity unity of the nation states by the system of Westphalia Treaty in1648. However theEU has just completed its economic union rather than political union due to lack of a commonEuropean identity and interests for security and defense policies. In fact, the security anddefense policy of the Union has been transformed and evaluated in order to form a collectiveaction in international relations since the end of Cold War. However the lack of a commonidentity has been an important briar against the European Union to be an effective actor ininternational affairs.In addition, the EU has the lack of a common identity including common interest toestablish a common army, navy and air forces compare with the United State. As a result, theEU states are still failing to establish a common identity to act independently from the USA inorder to organize large-scale operations in the provision of Armed Forces in crisis. Therefore,this study implies the importance of efforts of the European Union to strength the projects ofCFSP based on a common European identity, which is an expression of the desire of the EUto develop its power regionally and globally, potentially autonomously from NATO and theUSA.
