Türkiye`nin göç politikası ve Birleşmiş Milletler Mülteciler Yüksek Komiserliği

Abstract

Türkiye'deki göç hareketleri, insanlığın oluşturduğu ilk medeniyetlerden beri önemli sosyal hareketlerden biri olmuştur. Göçü oluşturan dinamiklerin uluslararası bir hüviyet taşıması, sorunun bir ülke tarafından tek başına çözülmesini imkânsızlaştırmıştır. Bu nedenle teknoloji ve komünikasyonun ilerlemesiyle uluslararası iş birliği hız kazanmış, devletler uluslararası kuruluşlar vasıtasıyla bu sorunların çözümüne çaba sarf etmiştir. Kuşkusuz, göç hareketlerini düzenleyen kurallar dizayn edilirken, bu kuruluşların önceden öngördüğü kalıplara uyulmuştur. Birleşmiş Milletler'in (BM) en önemli alt kuruluşlarından biri olan Birleşmiş Milletler Mülteci Yüksek Komiserliği'nin (BMMYK), bütün üye devletlerin göç politikalarında yer alması bu şekilde mümkün olmuştur. BMMYK'nın amacı, dünyada göç hareketleri sonucunda insanların mağdur olmasını engellemektir. Türkiye'de üye ülkelerden olduğu için bu kuruluşun görevini tanımıştır. Türkiye'nin aynı zamanda 20. yüzyılın sonuna doğru artan göç hareketlerinin merkezinde bulunması BMMYK'nın Türkiye'deki faaliyetlerini artırmıştır. Dolayısıyla bu faaliyetlerin ne ölçüde Türk göç politikalarını etkilediğini anlamak önem iktiza eder. Bu etkinin daha iyi anlaşılabilmesi için Komiserliğin tarihçesi ve görevlerini irdelemek gerekmektedir. Türkiye'deki geçmişten günümüze göç hareketleri de bu ilişkiyi direk olarak etkilemiştir. Etkinin daha iyi ortaya konabilmesi için göç politikalarını düzenleyen kanun ve yönetmeliklerin değişimi analiz edilmelidir. Eğer bu analizler doğru yapılırsa, daha verimli göç politikalarının oluşturulması için teklifler sunulabilecektir.Anahtar Kelimeler: Göç, Birleşmiş Milletler (BM), Birleşmiş Milletler Mülteciler Yüksek Komiserliği (BMMYK).

The migration flows in Turkey have been one of the most important social movements since humanity created the first civilizations. The international perspective of the dynamics created immigration has made it impossible for a single country to solve the problem alone. For this reason, as international cooperation has gained momentum with the progress of technology and communication, states have tried to solve these problems through international organizations. Of course, when designing the rules governing the migration movements, the regulations prescribed by these organizations were adhered to. It was thus possible for the United Nations High Commissioner for Refugees, one of the most important sub-agencies of the United Nations, to participate in immigration policies of all member states. UNHCR's goal is to prevent people from becoming victims of migration flows around the world. Turkey recognizes the duties of this organization as a member country. At the same time, Turkey's increasing presence in the center of the migration movements towards the end of the 20th century increased UNHCR's activities in Turkey. Therefore, it is important to understand to what extent these activities affect the Turkish immigration policies. In order to understand this effect better, it is necessary to examine the history and tasks of the UNHCR. The migration movements in Turkey from past to the present also directly affected this relationship. In order to demonstrate the effect, better the change in laws and regulations governing immigration policies should be analyzed. If these analyzes are performed correctly, proposals can be made for the creation of more efficient immigration policies.Keywords: Migration, United Nations (UN), United Nations High Commissioner for Refugees (UNHCR)
