dc.description.abstract | it », SUMMARY The near land, near sea and near continental regions which surround` Turkey, geographically contain the center of the main world continent areas and historically contain the areas which shapes the main vein of the human history. After the Second World War, according to the `Surrounding` politics, USA has been processing Foreign diplomacy by the axis of Europe and Pacific and had built tight relationships with Turkey. The main parts of this tight relationship between Turkey and USA are the Korea War, Cuba Crisis, incidents after and before the, Cyprus War Operation, Iraq Gulf War and Iraq problems which still continues. The Cold War between Soviet Russia and USA which occurred because of the dunning incidents, ended and one of these ruler powers is removed. After this Cold War, USA became the only Hegemon power in the world. After this Cold War, It's decided to be a single pole management which is at America hegemony. According to this new strategic, USA can destroy the potential threatening by the `Preemptive Strike` which is accepted according to the self-defense politics. In the new National security strategy, firstly it's aimed to block the threatening and if it's not successful it's aimed to destroy the enemies. In this new politics, the basic rule is not to accept the opposite decisions of the international foundations like UN and NATO, against USA strategy. USA describes itself as the unique power of the world and declares that USA hegemony is going to be found in 21st century. Because of this, USA expresses that the foundation of global equilibriums are their responsibility. This strategy says to dominate on the world energy resources, to replace the energy resources which are becoming less or expensive by new j» 1 i* i0 * * t> and cheap ones, also to control the powerful and energy addicted counties /, by these resources. The first move of this strategy was Iraq Gulf War, and it, continued with the operations in the Balkans and Afghanistan arid it's -- expressed openly to the world by the Iraq War. This hegemony struggle which continues in the global and regional scales affected a lot of countries badly and Turkey is one of the most effected countries. Turkey which has had more relationships with America after the Second Cold War, realized painfully that the `Strategic Partnerships` would end, if the benefits of the countries conflict, after the last Iraq War. | en_US |
