E-Devlet uygulamaları kapsamında Vedop Projesi, Eğirdir Vergi Dairesinde E-Vdo uygulamasının incelenmesi

Abstract

Sanayi devriminden sonra ortaya çıkan, ekonomik ve sosyal yapıyı değiştiren dönüşüm sürecinin merkezinde gelişmiş enformasyon ve iletişim teknolojilerinin olduğu görülmektedir. Günümüzde yaşanan politik, ekonomik, sosyal ve teknolojik gelişmeler, küreselleşme süreci ile birlikte piyasalarda rekabetin şiddetlenmesi, kamu ve özel sektörün kurumsal açıdan yeniden yapılandırılmasını kaçınılmaz hale getirmiştir.Bilişim teknolojileri adı verilen telekomünikasyon, bilgisayar ve iletişim teknolojilerinde yaşanan gelişmeler bilginin, emek ve sermaye gibi yeni bir üretim faktörü olmasına neden olmuştur. Bu radikal değişimler ve bilginin önlenemez yükselişi zamanla devletlerin yönetim şeklini de değiştirmeye başlamıştır.İnternet kullanımının hızla yaygınlaşması ve kamu yönetiminin yeniden yapılanması, beraberinde devlet ve internet kavramlarının bir arada kullanılmasına yol açmıştır. Böylece yeni bir sürece girilmiş ve E-Devlet kavramı kendiliğinden ortaya çıkmıştır. Bu gelişmelerle birlikte Dünya'da olduğu gibi Türkiye'de de E-Devlet projeleri hayata geçirilmeye başlanmıştır.Çalışmanın birinci bölümünde elektronik devlet kavramsal bir çerçeve olarak bütün yönleriyle ele alınmış, E-Devlet modeli ve E-Devletin etkinliğini belirleyen faktörlere değinilmiştir.İkinci bölümde Türkiye'deki E-Devlet uygulamalarından birisi olan Vedop Projesinin kapsamı, altyapısı, E-Kuruma yönelik bileşenleri, gelişimi, E-Devlete entegrasyon süreci, yararları ve projeye yöneltilen eleştiriler üzerinde durulmuştur.Çalışmanın son bölümünde ise Vedop Projesi çerçevesinde E-Vdo (Elektronik Vergi Dairesi Otomasyonu) uygulaması örnek bir vergi dairesi seçilerek (Eğirdir Vergi Dairesi ) konuya yönelik incelenmiştir.

The information and communication technologies have played very central role in the transformation process changing the socio-economic structure after the industrial revolution. The socio-political, economic and technological innovations have been witnessed in recent days with the globalization exacerbated the competition in markets. Thus, the instituitonal restructuring of the public and private sector have become inevitable.The developments in information technologies have led the knowledge to its classification within new production factor such as labor and capital. These radical transformations and uncontrollable rising of the knowledge begun to change the new governance of the states.The rapid using of the internet and restructuring of the public administration enforced the dual usage of the state and internet notions together. Thus, the concept of e-government have come to the agenda and the projects of e-government have been materialized.The first chapter of the study focuses on the conceptual analysis of e-government and the e-government model and effectiveness have been elaborated.The second chapter has been allocated for the Vedop Project with its extent and infrastructure, components with e-institution, evolution, its integration process with e-government, as well as its benefits and critiques against this Project.The latest chapter has been concentrated on the implementation of the E-Vdo (Otomation for Electronic Tax Administration) by selecting a sample tax office (Eğirdir Tax Office) as the clarifying factor.
