Otoyol projelerinde gecikme nedenleri ve çözüm önerileri

Abstract

İnşaat eylemlerinin veya bütünüyle projenin gecikmesi inşaat projelerinin yönetiminde karşılaşılan önemli bir sorundur. Proje gecikmesi hem mal sahibi (örn; ekonomik) hem de yüklenici (örn; sözleşme yaptırımları) üzerinde olumsuz etkiler ile sonuçlanmaktadır. Yol projelerinde ise bu gecikme mal sahibi için yeni yolun geç açılması, yüklenici firma için ise ilave işletme maliyetine sebep olmaktadır. Bu çalışmada, otoyol projelerinin yapımındaki gecikme nedenleri araştırılmıştır. Otoyol projelerinde karşılaşılan gecikme nedenleri kapsamlı bir literatür araştırması yapılarak konmuştur. Belirlenen gecikme nedenleri de göz önünde bulundurularak Gebze-Orhangazi-İzmir Otoyolu' nun Susurluk-Balıkesir güzergahında karşılaşılan gecikme nedenleri araştırılmış, elde edilen tespitler sunulmuştur. Bu çalışmadan elde edilen bulguların ileride inşa edilecek olan otoyolların yapım sürecinde karşılaşılabilecek problemlerin önceden tespit edilebilmesine, ilgili sorunların kısa zamanda çözülerek otoyol projelerinin zamanında kullanıma açılabilmesine katkı sağlaması amaçlanmaktadır.

The delay in construction activities or in the overall project is a major problem in the management of construction projects. The project delay results in negative impacts on both the owner (eg economic) and the contractor (eg contractual sanctions). This delay in road projects leads to the late opening of the new road for the owner and additional operating cost for the contractor. In this study, the reasons of delay in the construction of highway projects were investigated. The reasons for the delay in motorway projects are presented with a comprehensive literature review. Causes of delays in Susurluk-Balikesir route of Gebze-Orhangazi-Izmir Highway were investigated and the findings were presented. The aim of this study is to determine the problems that may be encountered in the construction process of the motorways which will be constructed in the future, to solve the problems in a short time and to contribute to the timely completion of the motorway projects.
