Demokrat Parti Dönemi asayiş ve güvenlik sorunları ve bunlara karşı alınan önlemler

Abstract

İç güvenlik ve asayişin sağlanması meselesi devletler için son derece önemli bir konudur. İç güvenlik meselesi, devlet ve hükümetlerin güç ve kapasiteleri ile doğru orantılıdır. Bir ülkede güvenliğin olmaması ya da zayıflaması, hükümetlerin başarısızlıkları/güçten düşmeleri anlamına gelmektedir. Devlet olarak örgütlenmiş toplumlarda, toplum düzeni ile güvenliğinin sağlanması meselesi insanoğlunun vazgeçilmez bir ihtiyacı olduğu gibi, devletin de en önemli görevlerinden biridir. Devlet olmanın bir gereği de kamu düzeninin sağlanmasına bağlıdır. Devletler, kamu düzenin sağlanması için iç güvenlik teşkilatlarını kurmak zorundadırlar. Kamu düzeni denince akla ilk gelen, huzur, güven, asayiş ve emniyettir. Güvenlik kavramı, emniyet ve asayiş kelimelerini ihtiva etmektedir. İç güvenlik hizmeti veren Polis ve Jandarma Örgütleri, kanunların kendilerine verdiği yetkileri kullanarak halkın can ve mal güvenliğinin ve kamu düzeninin korunması için gerekli emniyet ve asayiş hizmetlerini sunmaktadırlar. Güvenlik ve asayiş meselesi DP Dönemi'nin de hassas konuları arasındadır. 7 Ocak 1946 tarihinde resmen kurulan Demokrat Parti, dört yıllık muhalefetten sonra, 1950 Seçimleri'ni kazanarak iktidara gelmiş ve 27 Mayıs 1960 askerî darbesine kadar Türkiye'yi yönetmiştir. DP'nin iktidara gelmesi ile Türkiye'nin siyasi, sosyo-ekonomik durumu, asayiş durumu ve iç güvenlik yapısı ve teşkilatlarında bir takım değişiklikler meydana gelmiştir. Türk siyasi hayatının hassas konularından biri olan güvenlik kavramı ile siyasi gelişmeler arasında sıkı bir ilişki vardır. 1950-1960 döneminde yaklaşık on yıl süreyle ülkeyi yöneten Demokrat Parti iktidarı sırasında, ülkede iç güvenliği etkileyen siyasi, sosyal faaliyetler ve olaylar yaşanmış, bu durum hükümetin olduğu gibi toplumun da siyasi ve sosyal reflekslerini etkilemiştir. Olayların gelişim sürecinde iktidar-muhalefet arasındaki ilişkiler de etkili ve belirleyici olmuştur. Bu süreçte siyasi akımlar, işçi hareketleri ve öğrenci olayları, gelişmelerin ve yaşananların zeminini oluşturmuş, adı geçen dönemde asayiş meselesi bağlamında da sorun olarak tanımlanabilecek suç türleri kaydedilmiştir. DP'nin iktidar döneminde Türkiye'deki siyasi ve sosyal hayatı etkileyecek çalışmalara öncelik verilmek suretiyle dönemin iç güvenlik ve asayiş sorunları asgari seviyeye çekilmeye çalışılmış, bu konularla ilgili alınan tedbirler ve yapılan düzenlemeler uygulamaya geçirilmiştir.

The issue of security and public order is also among the sensitive issues of the DP era. Democratic Party officially established on January 7th 1946, after four years in opposition, came to power after winning elections in 1950 and ruled until 27 May 1960 military coup in Turkey. DP came to power with Turkey's political, socio-economic status, order status, and a number of changes in the structure and organization of internal security has occurred. There is a close relationship between the concept of security, which is one of the sensitive issues of Turkish political life, and political developments. During the Democratic Party ruling the country for nearly a decade in the 1950-1960 period, political, social activities and events that affected internal security were experienced in the country, which affected the political and social reflexes of the society as well as the government. The relations between the power and the opposition in the development of events have also been effective and determining. In this process, political movements, workers' movements and student incidents have formed the basis of developments and events, and the types of crimes that can be defined as a problem in the context of public order issue have been recorded. DP power during internal security and public order problems of the period by giving priority to working to influence the political and social life in Turkey has tried to retreat to a minimum, measures and made arrangements taken on these issues has been implemented.
