Türkiye ve Gürcistan hükümet sistemleri: Karşılaştırmalı bir inceleme

Abstract

Dünya çapında son zamanlarda, hükümet sistemlerine ilişkin tartışmalar gündeme daha çok gelmektedir. Özellikle, siyasal sistemlerde demokratik yönetimlere doğru değişiklikler yaşayan ülkelerde hükümet sistemi güncel bir konu alanına dönüşmektedir.Akademik kamuoyunda da hükümet sistemlerinin teorik (kuramsal) ve ampirik (deneysel) düzlemde tartışmalar, karşılaştırmalı incelemeler yapılmaktadır. Belli bir zaman zarfında gelişmiş demokratik düzene sahip Türkiye ile yeni demokrasi değerler kazanmayı deneyen Gürcistan hükümet sistemlerinin yasama, yürütme, yargı, sosyo-ekonomik bağlamlarda karşılaştırılması da bu açıdan önem arz etmektedir.Buradan hareketle, bu çalışma söz konusu sorunsalın çözülmesi yönünde belirli düzeyde bir adım rolünü üstlenmektedir. Çalışmada hükümet sistemi ile kavramlar hususunda genel bilgiler sunulmasına müteakiben Türkiye'nin ve Gürcistan'ın yönetim sistemi, özellikle hükümet kurumu özelinde daha çok anayasalara dayalı bilgilere yer verilmekte, iki ülke hükümet sistemleri arasındaki benzer ve farklı karşılaştırılmaktadır.Anahtar Kelimeler: Devlet Yönetimi, Hükümet, Türkiye Hükümet Sistemi, Gürcistan Hükümet Sistemi, Yürütme.

Recently, debates on government systems have been on the agenda in worldwide more and more. Particularly in countries where political systems are changing towards democratic administrations, the government system is becoming a current issue.Comparative review is made in academy about Government systems theoretically and empirically. Along with advanced democratic order with Turkey over a period of time trying to make a new system of democratic values, the Georgian government in terms of legislative, executive and judiciary sides, to compare the socio-economic context is important in this regard.From this point of view, this study involves one step at a particular level in the direction of resolving the superiority role of this problematique issue. And,this study contains not only the presentation of the system of government in Turkey and Georgia on the basis of government agency and information provided by the constitution but also the comparison between these two systems actually.Keywords: State Administration, Government, The Government System of Turkey, The Government System of Georgia, Execution.
