Kentsel dönüşüm üzerine bir model önerisi: İzmir- Ferahlı Mahallesi örneği

Abstract

Kentsel dönüsüm, baska bir deyisle mevcut dokuya müdahale etme, bir yandankentlerin büyüme problemlerini asmak gibi fiziksel ve teknik bir nedenle, digeryandan da 1980 sonrasının kentler yoluyla sermaye birikim süreçlerini asmakyönündeki hedefleri dogrultusunda ortaya çıkmaktadır. Böyle bir çerçevede belirenkentsel dönüsüm olgusu son yıllarda yasal bir tabana da oturtularak kentleringündeminde genis bir yer bulmustur. Yerel yönetimlerin sıkı sıkıya sarıldıgı bukavram en çok da yasallastıgı halde mesrulasamayan ve modern bir kent görünümüveremeyen gecekondu alanları için gündeme gelmektedir. Benzer süreçlerinyasandıgı İzmir kentinde de yerlesim açısından sakıncalı alanların tasfiye edilmesi yada gecekondulular için saglıklı yasama çevrelerinin yaratılması söylemlerininarkasına gizlenen dönüsüm uygulamaları yapılmaktadır. Önümüzdeki dönemdedönüsüm uygulamalarının artmasının söz konusu olacagı kentte, BüyüksehirBelediyesinin Gürçesme bölgesini yenileme alanı ilan etmesinden dolayı farklısenaryolara konu edilebilecek Ferahlı Mahallesi çalısma alanı olarak seçilmistir.Mahalledeki yerel dinamikler ve halkın beklentileri çerçevesinde bir dönüsümmodeli kurgulamayı amaçlayan bu çalısmada, arastırma alanının belirlenmesininardından, kurulacak olan modelin temel girdilerini olusturacak `yerelin bilgisi'ni eldeetmeye dönük alan arastırmaları ve bölgede yasayanların beklentilerini ölçmekamacıyla anket ve derin görüsme çalısmaları yapılmıstır. Arastırmalar sonucundaulasılan bulgular degerlendirildikten sonra ortaya çıkan sonuçlar, baslangıçtabelirlenen varsayımlarla iliskilendirilmistir. Ortaya çıkan tablodaki ekonomik,mekânsal ve toplumsal bilesenler, kurulacak modelin mahallelinin beklentilerinetemellenen amaç ve hedeflerinin belirlenmesinde kullanılmıstır. Tüm buçalısmalardan sonra yerel dinamiklere temellenen, fiziki ve sosyoekonomik yapıyıgelistirmeye yönelik açılımları bulunan ve bölgede yasayanları kendi mahallelerindekoruyan bir dönüsüm modeli önerilmistir.Anahtar Sözcükler: kentsel dönüsüm, gecekondu, dönüsüm modelleri

Urban transformation, in other words changing the present pattern, occurs on onehand by the effect of a physical and technical reason to overcome the problems ofurban growth, on the other hand by the effect of the targets of after 1980s process toovercome the capital accumulation process by the cities. The urban transformationfact which occurs in such a framework, took its place in the agenda of big cities bythe attendance of a legal base. This concept, which municipalities started to useoften, is seen more on the squatter areas which gained a legal identity but couldn?tbecome legitimized and can?t give a modern city view. In zmir city where similarprocesses are lived, urban transformation applications are made which are hiddenbehind the expressions like discharging the inconvenient areas for residential use andcreating livable residential areas for the people living in squatter areas. In the city,where the urban transformation applications will increase in the following period,because of the declaration of the metropolitan municipality about Gürçesme districtwhich will become `renewal area?, Ferahlı district is thought that it would be thesubject of different development scenarios. So, that district is taken as the subject ofthis study.In this study, where the aim is to build a transformation model which is based onlocal dynamics and the expectations of the people living there, after the study area isdetermined, researches to find `the information of the local area? and questionnaireand deep conversations to learn about the expectations of people were done. Afterthe findings reached were considered, the results found were associated with thehypotheses which were determined at the beginning of the study. The economic,spatial and social components which occurred after the evaluation were used todetermine the targets of the study. After all these work, a model which is based onthe local dynamics, which has extensions to improve the physical and socioeconomicstructure of the district and which keeps the people living in their own district, wasproposed.Keywords: Urban transformation, squatter areas, transformation models
