Kara Kuvvetleri Komutanlığı`ndaki yöneticilerin ve astların iletişim örüntülerine ilişkin algı ve beklentileri

Abstract

ÖZET Bu araştırma `KKK. UIş. Ok. ve Eğt. Mrk. K. İlgındaki eğitim yöneticileri (Sb) ile eğiticilerin (Astsb.) iletişim örüntülerine ilişkin kendi algı ve beklenti düzeylerini tespit, bu algı ve beklenti düzeylerinin örgütsel konum ve hizmet sürelerine göre ne farklılıklar gösterdiği` ni ortaya koyan bir çalışmadır. Araştırmanın evreni Ulaştırma Okulu ve Eğitim Merkezi Komutanlığı'nda görevli subay ve astsubaylardan oluşmuştur. 160 kişiden oluşan örnekleme alınmıştır. Veriler anket kullanılarak toplanmıştır. Elde edilen verilere frekans, yüzde, tek yönlü varyans, t-testi ve korelasyon istatistiksel çüzümlemeleri uygulanmıştır. Anketlerin güvenilirliği ve geçerliliğinin ölçülmesi için verilere madde analizi ve faktör analizi uygulanarak alfa değeri alınmıştır. Bu araştırmaya göre; subayların iletişim örüntülerine ilişkin kendi algı ve beklentilerinin hizmet sürelerine ve konumlarına göre gösterdiği farklılıkların uyum içerisinde olduğu, astsubayların ise iletişim örüntülerine ilişkin kendi algı ve beklentilerinin hizmet sürelerine ve konumlarına göre gösterdiği farklılıkların uyumsuz olduğu gözlenmiştir. Eğitim - öğretim süreci içerisinde uygulanan yönetim süreçlerinde özellikle astsubayların oluşturduğu denek grubunda bir iletişim kopukluğunun olduğu gözlenmiştir. Askeri eğitim örgütlerinde iletişim kanallarının çok yönlü tutulması ve yeni idari düzenlemeler bu iletişim kopukluklarının minumum düzeye indirileceği önerilmiştir. Bu çalışmanın sonunda askeri eğitim örgütlerinde üstler ve astlar arasındaki iletişim sürecinin geliştirilmesi ve etkili iletişim yollarının oluşturulması için bazı önerilerde bulunulmuştur.

SUMMARY This study puts forward `the Levels of expectation and perception relating to communication norms of education directors (Officers) and educators (Non commissioned officers) in the transportation school and traning center command of the army and the differences intheir perception and expectation according to their organizational positions and personal factors`. The officers and Non-commmissioned officers (NCO) employed in the School of Transportation and the Command of Education Centre constitute the core of this study. 160 people were chosen as test subjects. Data is formed through surveys. Frequency, percentage, t-test, one way variance and correlations were applied as statistical analysis to those formed data. In order to measure the validity and reliability item analysis and factor analysis were applied to the data and alpha value were found. In this study it is observed that the differences of personal perception and expectations of officers relating to their communicating norms are in accordance with their duration of employment and positions whereas the differences of personal perception and expectations of non-commisioned officers relating to their communicating norms are reversely propartional with their duration of employment and positions. During the education and training period a lack of communication was observed in appleed administration methods especially in the non commissioned officers group. It is recommended that communication channels should be in large quantities and that lack of communication may be minimized trough new administrative regulations in Military Education Institutions.
