Vatandaşlık ve insan hakları dersinde demokratik tutum geliştirme ve insan hakları öğretiminin önemi

Abstract

Dr. Selahattin TOZLU Dünya üzerinde uygulanan bütün eğitim sistemlerinin ana hedefi; iyi insan, iyi vatandaş profiline sahip, yaşam biçimi olarak demokrasiye inanmış, demokratik tutum ve davranışları kazanmış bireyler yetiştirmektir. Diğer eğitim sistemlerinde olduğu gibi Türk Milli Eğitim sisteminin de hedefi aynıdır. Bu hedefin gerçekleştirilmesi için; eğitim sisteminde yer alan tüm dersler ve faaliyetlerde, konular arasına serpiştirilen amaç ve davranışlar yeterli görülmemiştir. Bu alandaki eksikliğin giderilmesi amacıyla ilköğretim okullarının yedi ve sekizinci sınıf dersleri arasında `Vatandaşlık ve İnsan Hakları Eğitimi` dersine yer verilmiştir. Bu araştırmayla; dersin amaç ve davranışları ile okulların mevcut durumlarının, demokratik tutum geliştirme ve insan hakları bilincine ulaşmaya ne kadar etki ettiği incelenmiştir. Araştırmada tarama modeli kullanılmış, ilgili kaynak, yasa ve yönetmelikler taranmış; bu alanla ilgili uzman ve öğretmen görüşleri alınarak anket oluşturulmuştur. Öğrenci görüşlerini belirlemek amacıyla oluşturulan bu anket veri toplama aracı olarak kullanılmıştır. Yirmi ilköğretim okulunda toplam üçyüz öğrenciye anket uygulanmıştır. Bu üçyüz veri toplama aracından ikiyüzdoksansekizinin geri dönmesi sağlanabilmiş; geçerli olarak geri dönen ikiyüzdoksansekiz anketten elde edilen veriler SPSS programına aktarılmıştır. Frekans, yüzde ve aritmetik ortalama teknikleri kullanılarak analiz edilmiş ve yorumlanmıştır. İlköğretim okullarında, demokratik tutum geliştirme ve İnsan Hakları bilincine ulaşmada; öğretmen tutum ve davranışlarının katkısı `sıklıkla` okul imkanları ve eğitim öğretim ortamının katkısı `bazen` idarenin tutum ve davranışlarının katkısı `bazen` bu dersin amaç ve davranışlarının katkısı ise `bazen` olarak tespit edilmiştir.

Prof. Selahattin TOZLU The fundomental gool of oil educational systems oil over the world is to raise individvals who hove the profile a good man and o good citizen, have o belief in democracy and have acgvired democratic attitudes and behaviours. The Turkish educational system has also the same gool as the other educational systems do. To reolize this, the aims and behoviours disseminoted wihtihn all subjects and activities in deucotional systems hove nat been proved sufficient. So, to remove this insufficiency, The Citizenship and Humon Rights subject has been added to the curriculum of the seventh and eighth grades of primory schools. How and whether the gools and behoviours of the subject and the present conditions of schools offect owokening democratic ottitudes and reaching the consciousness of human rights hove been exomined within this study and a sconning model has been used. That is, the relevant sources, laws and instructions have been scanned and a guestionnaire has been prepored interviewing with experts and teachers this guevtiannaire has been used as a means of collecting data to determine the views of students. The guestiannaire in question has been applied to 300 students in 20 primory schools of thase 300 (three hundred) questionnaires, 298 have been proved to be valiol and the data coolected have bea evolvoted in SPSS programme. The reoults have been anolysed an intepreted through frequency, percentage and arithmetic averoge tehnigues. In primory schools, the contribution of the teacher to reaching the consciousness of democratic attitudes and human right has been abserved as `frequently`, the contribution of the opportunities of the school and educational canditions as `sometimes`, the contribution of the school monogement as `sometimes` and finally the contribution of the aims ant the behaviours of the subject as `sometimes`.
