Abstract

Doç.Dr. Kerem KARABULUT : Prof. Dr. Şule ÖZKAN Türkiye ekonomisinin içinde bulunduğu durum nedeniyle bütçe açıklarının kapatılması, gelirlerin artırılması ve harcamaların kısılması amacıyla kamu mali sistemimizin iyileştirilmesi yönünde 2000 yılından itibaren yapılan çalışmalar ile bütçe ve muhasebe sistemine yönelik uygulamalar bizi bu konuda araştırma yapmaya yöneltmiştir. Bu çalışmada, kamu harcamaları, harcamaların denetimi ve kamu harcama reformuna ilişkin konular analiz edilerek, harcama reformu kapsamında yürütülen uygulamaların sonuçlan, sağlayacağı faydalar ve kamu mali yönetimi açısından öneminin ortaya çıkarılması amaçlanmaktadır. Çalışmanın birinci ve ikinci bölümünde kamu harcamaları ve bütçe ele alınarak, üçüncü bölümde mali denetim konusunda açıklamalar yapılmıştır. Dördüncü bölümde ise kamu mali yönetim projesi kapsamında yürütülen mali mevzuatı değiştirmeye yönelik düzenlemeler ile saymanlık otomasyon projesi (say2000i) incelenmekte, bu kapsamda ülkemiz kamu mali sistemine ilişkin sorunlar ve bu konuda yapılan uygulamalar değerlendirilerek, kamu harcamaları ile ilgili bir reform programının gerekliliği ortaya konmaktadır.

Dr. Kerem KARABULUT : Prof. Dr. Şule ÖZKAN Applications related to the budget and accounting system and studies carried to improve government fiscal system so as to cover budget deficits, increase income, and decrease expenditure due to the situation of Turkish economy since 2000 have encouraged us to examine the subject. Main objective of this study is to analyse government spending, its control and issues concerning government spending reform and then to explain the results, advantages, and importance of applications in the context of spending reform in terms of government spending management. Government spending and budget were examined in the first two chapters of the study whilst some explanations about fiscal control were given in the third chapter. The fourth chapter was devoted to studies to change the fiscal regulations for government fiscal management project and accountancy automation project (say2000i). Finally, in this chapter, problems of the government fiscal system, studies on this topic were evaluated and it is expressed that a reform program in regard to government spending is required.
