Abstract

Dr. Naci İspir Bu çalışmanın amacı, ülkemizin kamu hizmeti yayıncılığı yapan tek kuruluşu olan ve kurulduğu günden bu yana bir okul görevi yapan TRT'nin habercilik ve etik anlayış ve ilkelerini ortaya koyarak, ticarî radyo ve televizyon kanallarının bu alandaki eksikliklerini ve yanlışlarını belirlemektir. Böylece ülkemizde özel kanalların yayma başlaması ile artan habercilik sorunlarına ve özellikle haberlerdeki etik problemlere dikkat çekilmek istenmiş; bu çalışmanın, bu alanda görev yapan ya da yapacak kişilere örnek olması amaçlanmıştır. Bu çalışma, özelde TRT'nin, genelde kamu hizmeti yayıncılığı ve tecimsel yayıncılık radyo ve televizyon haberlerinde etik ve toplumsal sorumluluk anlayışı konusunda yapılacak araştırmalara öncelik etmesi bakımından önemlidir. Bu çalışma kapsamında kamu hizmeti yayıncılığı (TRT) ve tecimsel yayıncılığın (özel kanallar) genel anlamda farkları, habercilik ilkeleri ve uygulamaları, haber program bazında mevcut etik anlayışları saptanmaya; yapılan karşılaştırmalarla yayıncılık alanındaki sorunların sebepleri ve çözüm yollan bulunmaya çalışılmıştır. Araştırma yapılırken ilk olarak Millî kütüphaneden, üniversite, TRT ve özel kütüphanelerden kaynak taraması yapılmış; araştırma için gerekli bilgiler toplanmış ve kuramsal baz oluşturulmuştur. TRT ve özel kanallar takip edilerek haber ve etik konusundaki izlenimler sentezlenmiştir.TRT'nin habercilik alanında yetkili çalışanları ile görüşülmüş, elde edilen bilgiler teze aktarılmıştır. Çalışmada, konuyla ilgili yasalar ve çeşitli kuruluşlarca belirlenen etik ilkelere de yer verilmiştir. Bu araştırmalar sonucunda çalışmanın varsayımları şunlardır: 1. TRT, Türkiye'de radyo ve televizyon haberciliğinin öncüsüdûr. Kamu hizmeti yayıncılığı yapan TRT, öncelikli olarak `kamu yaran` için çalışır. Bu nedenle kamunun haber alma hakkı doğrultusunda belirlediği habercilik ilkeleri, bu alandaki diğer kuruluşlara için de yol göstericidir. TRT'nin en çok eleştirilen yönü, protokol haberciliği, 2954 sayılı yasa nedeniyle kurumun tam özerk olamayışından kaynaklanmaktadır. 2. Yasalar ve genel yayın ilkeleri doğrultusunda TRT haberlerinde etik en önemli unsurdur. Kamu yayıncılığının toplumsal sorumluluk anlayışı TRT'de görülebilir. 3. Özel kanalların haber yayınlarındaki `sorumsuz yayıncılık` anlayışı, öncelikle haber değeri konusunda soruna yol açmaktadır. 4. Özel kanalların bir çoğunda, TRT'nin aksine, habercilik eriği ve toplumsal sorumluluk anlayışı yoktur. Haberlere yorum katılmakta, argo sözcükler ve hakaret edici sunumlar yer almakta, özel hayatın gizliliği `kamu yaran` adına ihlâl edilmekte, kimi zaman haberler yeniden yaratılmaktadır. 5. Özel kanalların pek çoğunda haber bültenleri rating uğruna, magazin programı niteliğini kazanmıştır.

Dr. Naci İSPİR The purpose of this study is to determine the lacks and mistakes of the commercial radios and televisions by (means of) pointing out the newcasting and ethic comprehension and principals of TRT, the unique public-service broadcasting establishment which has been in the mission of a school since it was established. Hence, newcasting and particularly the ethic problems, which have been increased when the private channels began to broadcas, are tried to be realized; this study is aimed to be an example to the people who work or are going to work in this field. Because it's being a pioneer to the researches to be made about ethic social sense of responsibility, particularly in TRT, generally in public-service broadcasting, commercial boadcasting, radio and TV news, this study is important. Throughout this study, in general, the differents, of the public-service broadcasting (TRT) and commercial broadcasting (private channels), the newcasting principals and applications and in the basis of news program the present ethic comprehension of these are tried to determined and by the help of the comparisons, the causes of the problems and solutions to the problems in the field of broadcasting are tried to be found. Researches for this study started firstly from National Library, university, TRT and private libraries; essential informations were collected and theoretic basis was formed. Following TRT end the private channels, the observations about ethic and news were synthesized. The authorized people who are working in the field of newcasting in TRT are inretviewed and the collected informations were transposed to the thesis.In the study, laws related to the subject and the ethic principals determined by various establishments are included. As a result of these researches the assumptions of the study are as follows: 1. TRT is the pioneer of the radio and television newcasting in Turkey. Sustained the public-service broadcasting, TRT, firstly works for the good of public. For this reason, the newcasting principals determined by the standing point of public's right of getting news, are also guides for the other institutions. Protocol broadcasting, the most criticized side of TRT is not being completely self-governing because of the law 2954. 2. Depending on laws and general broadcasting principals, ethic is the most important fact in TRT news. The sense of social responsibility can be seen in TRT. 3. The sense of broadcasting without responsibility in the news programs of private channels, causes some problems about the value of the news at first. 4. In most of the private channels, contrary to TRT, newcasting ethic and the sense of social responsibility is absent. Comments are added into the news, slang words and disrespecting presentations are included, the secret of private life is disobeyed in the name of `for the good of public` and sometimes news are recreated. 5. In most of the private channels for having a bigger share in prime-time, the `News Bulletins` are transformed into magazines programs.
