Küçük ve orta büyüklükteki işletmelerde verimliliği etkileyen faktörlerin incelenmesi-Erzincan ilinde bir uygulama

Abstract

Verimlilik, bir üretim ya da hizmet sisteminin ürettiği çıktı ile bu çıktıyı yaratmak için kullanılan girdi arasındaki ilişkidir. Yüksek verimlilik, aynı miktar kaynakla daha çok üretmek veya aynı girdiyle daha çok çıktı elde etmektir. Verimlilik, farklı şekillerde de tanımlanabileceği gibi, bu tanımlardan bazıları etkinlik ve etkililik kavramları ile karışmaktadır. Bu nedenle çalışmanın başında bu kavramlar ayrıntılı olarak açıklanmış ve aralarındaki farklar ortaya konmuştur. Yapılan bir başka hata da; verimliliğin, sadece emek ve makine gibi kaynakların daha yoğun kullanımı olarak görülmesidir. Oysa artık, verimlilik ile çalışma yaşamı kalitesinin birbirine sıkı sıkıya bağlı olduğu kabul edilmektedir.İşletmelerin verimliliği kendileri açısından olduğu kadar faaliyetlerini sürdürdükleri toplum ve ülke açısından da önemlidir. İşletmelerin verimliliği maliyetlerde düşüş, kârda artış şeklinde işletmeye yansırken, işletmelerin verimliliği toplum ve ülke açısından ise yeni yatırımlar, artan katma değer, toplumun refahı ve istihdam gibi yansımaları olmaktadır. Bu denli öneme sahip olan verimliliğin işletmelerde sürekli kılınması için ölçülmesi de önemlidir. İşletmelerde sürekli ölçülen verimlilik, yöneticilerin doğru ve rasyonel kararlar vermelerini, sorunları zamanında görüp çözüm üretilmesini sağlayacaktır.Bu araştırmanın amacı Erzincan ilinde yer alan Küçük ve Orta Büyüklükteki İşletmeler de (KOBİ) verimlilik ölçümünün önemi ortaya koymaktır. Bu çalıma ile KOBİ` lerin, verimlik konusundaki çabalarını etkileyen faktörleri tespit etmek, verimlilik ölçümünde hangi oran /oranların kullanıldığını ve hangi amaçlar için verimliğin ölçüldüğünü saptamak ve eğer verimlilik ölçümü yapılmıyorsa nedenini belirlemek amaçlanmıştır.Bu amaçla çalışmanın ilk bölümünde, verimlilik kavramı ve verimlilikle ilgili bazı kavramlar açıklanmış, verimlilik türleri ve verimliliği etkileyen faktörler üzerinde durulmuştur; ikinci bölümde, verimliliğin ölçümünün amacı ve önemi anlatılmış, verimlilik ölçmede kullanılan yaklaşımlar gibi konular üzerinde durulmuş verimlilik ölçme modelleri ele alınmıştır; üçüncü bölümde ise, Erzincan İlinde faaliyet gösteren Kobi'lerin verimliliği incelenmiştir.

Productivity, is the relationship between an output, that produced by a production or service system, and an input, that is used for creating the output. High productivity means, producing more with the same quantity of source or getting more output with the same quantity of input. Production can also be defined by different ways, but some of these definitions can be confused with Efficiency and Effectiveness. Because of this reason, at the beginning of this study, these concepts are defined detailed and the differences between them are given. The error in another; productivity, only a more intensive use of labor and machine resources are seen as such. But now, productivity and quality of working life is considered to be closely connected to each other.The productivity of companies is important for both themselves and for the society and the country they exist. While productivity reflects to the company as decline of the costs and increase of the profits, it reflects to the society as new investments, increasing added value, welfare of society and employment. To continue productivity, which has such importance, it is also important to measure it. Productivity, which is measured constantly, provides true and rational director decisions, and guarantees noticing the problems on time and solving them.The purpose of this research in the province of Erzincan in the Small and Medium-sized Enterprises (SMEs) to reveal the importance of productivity measurement. This operation with SMEs, the factors affecting the efficiency of efforts to detect, measure productivity, which rate / rates used and for what purposes, and if efficiency is measured to determine the efficiency measurement is being performed is to determine the cause.In the first part of the study, the concept of productivity and efficiency, some of the concepts explained, focused on the factors affecting productivity and efficiency of species, and the second part, the purpose and importance of productivity measurement is described, focused on issues such as productivity measurement approaches for measuring productivity models are discussed, in the third section the efficiency of SMEs operating in the Erzincan province were investigated.
