Abstract

ÖZET ` XVII. Yüzyıl Reform Kaynaklarına Göre Osmanlı Devlet Yapısı ve Bozulmalar ` başlığı altında konu edindiğimiz bu çalışma,giriş bölümü dışında üç bölümden oluşmaktadır. Giriş bölümünde konu genel hatlarıyla ele alındıktan sonra, çalışmada nasıl bir yol izlendiği kısaca belirtilmiştir. Birinci bölümde, Osmanlılar'ın kuruluş aşamasından 'Klasik Dönem'e gelinceye dek geçirdiği evrelerle, bu dönemdeki devlet yapısı ve kurumlan gözden geçirilmiş; ikinci bölümde,bu yapıda meydana gelen bozulmaların nedenleri incelenmiştir. Üçüncü bölümde ise,konumuzun esasım teşkil eden XVII. Yüzyıl reform kaynaklan tanıtılarak, bu kaynaklara göre devlet yapısmda meydana gelen bozulmalar ve çözüm önerileri üzerinde durulmuştur. Kaynaklar karşılaştırmalı olarak ele alınarak, aralarındaki benzerlik ve farklılıklardan bazı sonuçlara vanlmaya çalışılmıştır. Bununla, günümüze değin ihmal edilmiş, gereğince araştınlamamış olan bu eserlerin yeniden irdelenerek tarihimiz açısından ne denli önemli olduklan vurgulanmak istenmiştir. Çünkü, bu kaynaklar gereği gibi değerlendirilmeden Osmanlı kurumlanmn gelişim ve değişim tarihi, dahası, Türkiye'nin modernleşme süreci yeterince anlaşılamaz. 78

SUMMARY This dissertation titled as ` The Structure of the Ottoman State and Deteriorations According to the XVIIth Century Reform Sources ` consists of three chapters except introduction. In the introduction, after the subject is dealt with in general; methodology of the study is briefly explained. In the first chapter, the evolution of the State structure and institutions, from the establishment stage to the ' Classical Age ', are studied. Second chapter examines the causes of deteriorations existing in this structure. In the third chapter, XVIIth Century reform sources, constituting the core of our subject, are presented and deteriorations in the State structure and solution proposals according to these sources are analyzed. The sources are examined comparatively, and consequently, some conclusions are tried to be derived from the similarities and differences of these sources. By doing these, it is tried to be stressed how important the reexamination of these works, neglected up to now and not sufficiently investigated, are for our history. Because, unless these sources are properly assessed ; neither the history of the growth and change of Ottoman institutions, nor the modernization process of Turkey could be sufficiently understood. 79
