Kapitalizm ve medya: Kapitalizmin yeniden yapılanması bağlamında TRT`nin yayın tekelinin kaldırılması

Abstract

ÖZET Çalışmada Magic Box' in yasalara rağmen yayına başlaması ile kapitalizmin yeniden yapılanması arasındaki ilişkiler ele alınmaktadır. Magic Box' m açılma süreci ekonomi politik yaklaşım çerçevesinde siyasal, ekonomik ve ideolojik bütünlüğü içinde değerlendirilirken dünyada ticari televizyon yayıncılığına geçişte yaşanan örnekler de dikkate alınmıştır. Her ülkenin kendi iç dinamikleri ve ulusal güç/iktidar ilişkileri farklı olduğundan yeniden yapılanmanın Türkiye'de aldığı biçim de farklı olmuştur. Bu nedenle Türkiye kapitalizminin 1980'li yıllardan başlayan ve Özal Dönemi olarak adlandırılan yeniden yapılanma süreci Magic Box' m açılması ile olan ilişkisi oranında ele alınmıştır. Bu dönemde izlenen politikaları ve politikalarm Magic Box'm açılışına giden süreçteki etkilerini açıklamak üzere döneme damgasını vuran Turgut Özal 'in düşünceleri ayrıntılı olarak değerlendirilmektedir. Özal'm `transformasyon` adını verdiği yeniden yapılanma programına göre izlenen politikaların başta askeri ve sivil bürokrasinin direnciyle karşılaştığı görülmektedir. Bu politikalarm değerlendirilmesi sonucunda Magic Box'in yayına başlama sürecini kapsayan bütünlüklü bir bakış açısı oluşturulmuştur. Çalışmada Magic Box'in yasalara rağmen yayına başlaması ile ilgili öne sürülen nedenler bu bakış açısıyla yeniden değerlendirilmiş ve sayılan nedenlerin süreçte belirleyici olmaktan uzak oldukları görülmüştür. Bu çerçevede basından ve TRT 'den beklediği desteği alamayan Özal'm transformasyon programına gösterilen direnci aşmak üzere izlediği politikalarm bir parçası olarak, ticari televizyon yayıncılığını desteklemesinin sürecin yasalara rağmen başlayabilmesinde belirleyici olduğu anlaşılmaktadır. ıht

ABSTRACT In this study, the relations between the onset of the broadcasting of Magic Box in spite of laws and the restructuring of capitalism have been assessed. The examples experienced during the transition to the commercial television broadcasting in the world, have been taken into account while the opening process of Magic Box is evaluated within its political, economic and ideological integrity within the framework of political economy approach. Since the internal dynamics and national power relations of each country are vary from one another, the form of restructuring in Turkey has been different. Therefore, the restructuring process of Turkish capitalism which has emerged as of 1980s and which is called the Özal Era has been studied within the framework of the opening of Magic Box. Turgut Özal's opinions which dominated the era, are evaluated in detail in order to explain the policies pursued in this era and the effects of such policies during the process towards the opening of Magic Box. It is observed that the policies pursued according to the restructuring program which is called `transformation` by Özal, have encountered resistance from mainly the military and civilian bureaucracy..As a result of the evaluation of these policies, a comprehensive point of view which comprises the onset of broadcasting of Magic Box, has been formed. The reasons brought forward regarding the onset of broadcasting of Magic Box in spite of laws, have been evaluated again in accordance with this point of view and it has been observed that the reasons listed are far from being determinants in the process. Within this framework, Özal could not get the support he expected from TRT and press. It is understood that Özal's support to the commercial television broadcasting as a part of the policies he has pursued in order to overcome the resistance against his transformation program, has become a determinant factor in the beginning of the process despite the existing laws. «*»-^ iii* $0i<Qx
