Abstract

ÖZET YARAMIŞ, Ahmet, II. Mahmut Döneminde Asâkir-i Mansûre-i Muhammediye (1826-1839), Doktora Tezi, Danışman: Prof. Dr. Yücel ÖZKAYA, IX- 242 s. Padişah II. Mahmud tarafindan çağın ileri Avrupa ülkeleri orduları örnek alınarak kurulan, Asâkir-i Mansûre ordusu hakkında yapılan bu tez çalışmasının Giriş Bölümü'nde, Osmanlı ordusunun on dokuzuncu yüzyılın ilk çeyreğine kadar olan genel durumu üzerinde durulmuştur. Birinci Bölüm'de, II. Mahmud'un Asâkir-i Mansûre'yi kurmasından önce başta Yeniçeri Ocağı ve diğer askeri ocaklara yönelik takip ettiği siyaset ele alınmış, Vak'a-i Hayriye olayı ve hemen sonrasında meydana gelen gelişmeler ortaya konulmuştur. İkinci Bölüm'de, Asâkir-i Mansûre-i Muhammediye Kanunnâmesinin ayrıntılı bir değerlendirmesi yapılmış ve Nizâm-ı Cedîd'in teşkilatlanması ile olan benzerlikleri ortaya konulmuştur. Üçüncü Bölüm'de, Asâkir-i Mansûre'nin idari, askeri ve mâli işlerinin görüldüğü makam olan Bâb-ı Seraskeri ile ordunun maaş, masârifat ve ta'yinat hususlarına bakması için kurulmuş olan, Asâkir-i Mansûre Nezâreti teşkilatı incelenmiştir. Asâkir-i Mansûre'ye ait gelir gider dengesinin sağlanması için kurulan mâli yapı ve zaman içinde yapılan değişiklikler, Dördüncü Bölüm'de incelenmiştir. Beşinci Bölüm'de, Asâkir-i Mansûre'nin piyade ve süvari teşkilat yapısı, zaman içinde bu teşkilatta yapılan yeni düzenlemeler, tablolar halinde gösterilerek açıklanmıştır. Altıncı Bölüm'de, Asâkir-i Mansûre askerlerinin ta'yinat, kılık-kıyafet, izin, sağlık, disiplin, tekâüdlük meseleleri üzerinde durulmuş, zaman içinde meydana gelen değişmeler, örneklerle ortaya konulmaya çalışılmıştır.

ABSTRACT YARAMIŞ, Ahmet, Asâkir-i Mansûre-i Muhammediye in the Reign of Mahmut H, (1826-1839), Ph.D. Thesis, Adviser: Prof. Dr. Yücel Ö2KAYA, IX- 242p. In the Introduction Part of this study; which is about the Army of Asâkir-i Mansûre, that had been founded by Sultan Mahmud II, taking the armies of the Modern European countries as example of the times; we dwelled upon the general situation of the Ottoman Empire till to the first quarter of the nineteenth century. In the First Part, we dealt with the policy that Sultan Mahmud II applied against the Janissary Corps and the other military corps, before the founding of the Asâkir-i Mansûre, and we had put forward the events occurred before Vak'a-i Hayriye. In the second Part, evaluated the Code of Asâkir-i Mansûre-i Muhammediye in a detailed way, and put forward the similarities of it with the organizing of Nizâm- l Cedîd. In the Third Part, we investigated the Bâb-ı Seraskerî, the Post that the military and financial services of Asâkir-i Mansûre was being executed; and The Asâkir-i Mansûre Superintendence, the organization which had been formed for dealing with the salaries, the expenses, and the rations of the army. The financial structure and the changes executed by the time, for providing the income and expenditure balance of Asâkir-i Mansûre, had been investigated in the Fourth Part. In the Fifth Part, the structure of the Infantry and the Cavalary Organization of Asâkir-i Mansûre, the reorganizations made in the structure of the organization by the time had been explained by using charts and tables. In the Sixth Part, we dwelled upon the rations, uniforms, vacations, health discipline, and retirement issues of the Corps of Asâkir-i Mansûre, and we put forward the changes took place by the time, by making use of examples. un. m^ 244
