Gelişmekte olan ülkelerde yoksulluk siyaseti: Türkiye sosyal yardımlaşma ve dayanışmayı teşvik fonu örneği

Abstract

Bu çalışmada, gelişmekte olan bir ülke olarak Türkiye'de Sosyal Yardımlaşma ve Dayanışmayı Teşvik Fonu'nun (SYDTF) uluslararası kuruluşlar öncülüğünde, yoksulluk kavramını nasıl ele aldığı ve yoksullukla nasıl mücadele ettiği; Fon'un yoksulluğa bakış açısının nasıl bir ideoloji ile eklemlendiği değerlendirilmektedir. Bu değerlendirmeyi yaparken, geçmişten günümüze, insanlık için büyük bir sorun olan yoksulluğun yanı sıra, özellikle 1980 sonrası yayılan neoliberal ekonomi politikalarıyla birlikte boyut değiştirmesine dikkat çekilmektedir.Dolayısıyla ilk bölümde, neoliberalizmin hangi felsefi temeller üzerinde yükselerek, dünyada nasıl yayıldığı ve bu ideolojinin yoksulluk algısı ortaya koyulmaktadır. Bu algının sunduğu yoksulluğa ilişkin kavramlar da, kavramsal çerçeve içerisinde belirtilmektedir.İkinci bölümde, yoksullukla mücadelede IMF ve Dünya Bankası gibi önde gelen uluslararası kuruluşların etkisi altındaki gelişmekte olan ülkelerdeki yoksulluk siyasetinde kullanılan stratejiler ve fon uygulamaları incelenmektedir. Dolaylı ve doğrudan olmak üzere iki ana başlıkta toplanan bu stratejilerin arasından sosyal fonlara vurgu yapılarak SYDTF'nin yoksulluk siyasetinin daha iyi irdelenmesi sağlanmaktadır.Son bölümde ise, Türkiye'nin yoksulluk profiline bakılarak, yoksullukla mücadelenin sözü edilen uluslararası kuruluşlar öncülüğünde Türkiye'de uygulama alanı bulduğu Sosyal Yardımlaşma ve Dayanışmayı Teşvik Fonu örneği tartışılmaktadır. Bu çerçevede, neoliberal ideoloji ve serbest piyasanın işleyişini güçlendiren sosyal fonların Türkiye'de nasıl çalıştığı ve yoksulluk siyasetine nasıl bir yön verdiği sorularına bu çalışmada yanıt aranmaktadır.Anahtar Sözcükler: Yoksulluk, Neoliberal Ekonomi Politikaları, Dünya Bankası, Yapısal Uyum, Yoksulluğu Azaltma Stratejisi, Acil Sosyal Fonlar, Sosyal Yardımlaşma ve Dayanışmayı Teşvik Fonu.

In this paper, it is evaluated how Turkish Social Solidarity Fund (SYDTF) deals with the concept of poverty and how it fights against poverty in the leadership of international institutions and the ideology which is articulated to the perspective of the Fund about poverty in Turkey, as a developing country. When making this evaluation, the shift of the problem of poverty especially after 1980s when the neoliberal economy policies has been spread, is noticed besides the problem of poverty which has been a major problem for humanity from past to present.Accordingly, in the first chapter, on which philosophical basis neoliberalism has risen, how it has been spread in the world and the poverty perception of this ideology are put forth. The concepts related to poverty, which are presented by this perception, are indicated in the conceptual frame.In the second chapter, the strategies and fund implementations are examined that have been used in the politics of poverty in developing countries, which are under the influence of first ranking international institutions IMF and World Bank on fighting against poverty. Throughout these strategies, which have been put together in two main titles, directly and indirectly fighting against poverty, by making emphasis to social funds, better consideration of the politics of poverty of SYDTF is ensured.In the last chapter, by looking over the poverty profile of Turkey, the instance of SYDTF, in which the fighting against poverty has found a scope of application in the leadership of the mentioned institutions, is discussed. In this framework, the answers to the questions of how the social funds, which strengthen the neoliberal ideology and functioning of free market, work and how they have given direction to the politics of poverty, are searched for in this paper.Keywords: Poverty, Neoliberal Economy Policies, World Bank, Structural Adjustment, Poverty Reduction Strategy, Emergency Social Solidarity Funds, Turkish Social Solidarity Fund.
