Anayasa Hukuku açısından siyasi partilerin finansmanı

Abstract

Tezde siyasi partilerin finansmanı sorunu, iki bölüm halinde ele alınmıştır. Birinci bölümde genel olarak Batı Demokrasilerinde siyasi partilerin finansmanı sorunu, siyasi partilerin gelirleri, giderleri ve mali denetimi başlıkları altında incelenmiştir. İkinci bölümde ise Türkiye'de siyasi partilerin gelirleri, giderleri ve mali denetimi 1961 ve 1982 Anayasası dönemindeki uygulamalar esas alınarak değerlendirilmiştir. Bu konular ele alınırken tartışmaların yoğunlaştığı kamusal destekler ve bağışlar konularına ağırlık verilmiştir.

One of the most important conditions of ensuring a competitive environment among parties is the question of financing of political parties. In the first chapter of the dissertation, it is discussed that, financing of political parties ?incomes, expenditure and financing control of political parties- in the Western Democracies.In the second chapter of the dissertation, it is discussed that, financing of political parties in Turkey. Especially, income, expenditure and financing control of political parties are discussed in the period of 1961 and 1982 Constitutions. The most of debates are about state subsidies and donations for political parties in this chapter.
