Türkiye`de neoliberal devlet anlayışı bağlamında devlet-güvenlik ilişkisinin değişen içeriği ve özel güvenlik olgusu

Abstract

Güvenlik, kapitalist devlet tarafından bir yönetim tekniği olarak kullanılmaktadır. Dolayısıyla güvenlik, aynı zamanda zapt etmeye de denk düşer. Toplumu güvenlik/zapt etme aygıtları dolayımıyla yöneten kapitalist devlet, birikim rejimlerinin değişimine paralel olarak farklı toplumsal polislik pratikleri geliştirmiştir. Bu farklılıklar şu şekilde formüle edilebilir: Serbest piyasacılık-liberal devlet-polis; müdahalecilik-müdahaleci devlet-polis+sosyal güvenlik; neoliberal birikim-otoriter devletçilik-polis+gerileyen sosyal güvenlik+özel güvenlik.Özel güvenlik, neoliberal dönemde özel alandan yükselmekle birlikte devletin hegemonyasına iç düşmanlardan yönelebilecek tehlikeleri engellediği ve artan baskıcı karakterini bütünlediği oranda devletin bu döneme özgü ikincil baskı aygıtı olarak işlemektedir. Dolayısıyla özel güvenliğin yükselişi ile birlikte devletle sermaye ve devletle bağımlı sınıflar arasındaki ilişkilerin genel çerçevesi hegemonyadan çok tahakküme dönüşmüştür.Neoliberal birikim rejiminin yükselişinin ve kapitalist devletin 70'lerin sonlarında Nicos Poulantzas'ın tespit ettiği biçimde daha otoriter bir biçime evrilmesinin sonucunda, özel güvenliğin Türkiye tarihinde birincisi 1981'de, ikincisi de 2001 finansal krizini izleyen süreçte 2004'te iki önemli dönüm noktası söz konusu olmuştur. Neoliberal dönemde özel güvenlik, devlet/toplum ilişkilerini hem baskı hem de rıza unsuru bağlamında devletle egemen sınıflar lehine pekiştiren bir alan olarak doğmuştur. Böylece yoksulların ve bir bütün olarak toplumun gözetim ve denetimini gerçekleştirerek devletin zapt etme kapasitesini arttırmış ve neoliberal birikim evresinde devletin esnekliğini arttırarak onu güçlendirmiştir.

Security has been used as an administration technique by the state. For this reason, the concept of security is also related to the policing practices. The capitalist state which governs the society through the means of security/policing apparatuses has developed different types of social policing practices in line with the transformation of the accumulation regimes. These differences can be formulated in the following way: Free market-liberal state-police; interventionism-interventionist state-police+ social security; neoliberal accumulation regime-authoritarian statism-police+social security in retreat+private security.Although private security emerges from the private sphere in the neoliberal phase, it also functions as the secondary coercive apparatuses of the state as far as it obscures the challenges coming from the internal enemies to the state hegemony and complements the increasing coercive character of the state. Accordingly, with the rise of private security, the general framework of the relations between the state and capital and between the state and oppressed classes has been transformed more into domination than hegemony.With the rise of neoliberal accumulation regime and the transformation of the capitalist state to a more authoritarian form in the way Nicos Poulantzas observed in late 70s, private security sector has had two important turning points in Turkish history, first in 1981 and secondly in 2004 following the 2001 financial crises. During the neoliberal age, private security has emerged as a sphere reinforcing both the coercion and the consent side of the state/society relations in favor of state and ruling classes. Hence, by controlling the society in general and in particular the oppressed classes, it reinforced the state capacity of policing and strengthened the state flexibility in the age of neoliberal accumulation.
