Tapu ve Kadastro Bilgi Sistemi (TAKBİS)`in hayata geçirilmesinde yaşanan problemler ve çözüm önerileri: Kayseri örneği

Abstract

Geçmişten günümüze birçok mühendislik alanında olduğu gibi haritacılık alanında da gelişim ve değişimler yaşanmıştır. Teknolojiyle birlikte arazi ölçüm sistemleri değişmiş, arazi üzerine kurulan sistemlerle beraber tapu ve kadastro bilgilerinin önemi artmıştır. Tapu ve Kadastro Genel Müdürlüğü (TKGM) çağımızın gelişmelerine geri durmayarak bünyesinde bulundurduğu bilgilerin işleyişini ve kullanımını kolaylaştırmak için farklı projeler ile çalışmalarını sürdürmektedir. Tapu ile Kadastro müdürlüklerinde Tapu ve Kadastro bilgilerinin daha sağlıklı olması ve istenilen bilgilere hızlı ve güvenilir bir şekilde ulaşılabilmesi için ülke genelinde bir kısım illerde Tapu ve Kadastro Bilgi Sistemi (TAKBİS) projesine geçilmiştir. TAKBİS tapu ile kadastro müdürlüklerinde birçok konuda rahatlık sağlamıştır. Bu rahatlıkla birlikte bir takım uygulama sorunlarını da beraberinde getirmiştir. TKGM ülke kadastrosunu tamamlama, yenileme ve sayısallaştırma çalışmalarını yaparken TAKBİS projesinden istenilen verimi alabilmek için pilot bölgelerde iyileştirme çalışmalarını sürdürmektedir.Bu çalışmada TAKBİS projesi ele alınarak geçmişten günümüze olan süreçte yapılan çalışmalar incelenmiş olup, mevcut durum tespiti için kullanıcılara anket çalışması uygulanmıştır. Anket çalışmalarından elde edilen sonuçlar, SPSS 17 analiz programı yardımıyla analiz edilerek sorunlar tespiti yönünde çözüm önerileri getirilmiştir.Anahtar Kelimeler: Tapu ve Kadastro Bilgi Sistemi, Tapu ve Kadastro Genel Müdürlüğü, Kadastro, Tapu, SPSS.

There have been developments in the field of geomatics similar to recent developments in a lot of engineering fields. With the advanced technology, the measurement systems have changed, increasing the importance of title deed and cadastre information. General Directorate of Land Registry and Cadastre has been working on different projects in order to make the information within the institution easier to use and to process. Some cities throughout the country began using Turkish Land Registry and Cadastre Information System (TAKBIS) Project in order to provide healthier information and access this information faster in the directorships of Land Registry and Cadastre. TAKBIS has provided help in a lot of issues in the General Directorate of Land Registry and Cadastre (GDLRC) along with some problems emerging from its application.In this research, a questionnaire has been conducted on TAKBIS users and the results have been analyzed using SPSS 17. In the light of the is analysis, problems and suggestions to solve these problems have been identified. GD is working on the betterment of TAKBIS project in the pilot regions to increase its efficiency while working to complete, renew and digitalize the country?s cadastre.Keywords: General Directorate of Land Registry and Cadastre, Turkish Land Registry and Cadastre Information System, Cadastre, Land Registry, SPSS
