Berlin Kongresi Protokollerinin Tercümesi adlı eserin değerlendirilmesi ve transkripsiyonu

Abstract

1878 Berlin Kongresi, Osmanlı Devleti ve Balkanlar açısından önemli bir hadisedir. Kongrede Balkanlar ve sınırlar yeniden şekillenmiştir. Bu anlaşma, aynı zamanda Osmanlı Devleti'nin Balkanlar'da yok oluşunun başlangıcıdır. 1877-78 Rus Harbi ve Ayastefanos Antlaşması Osmanlı ve Rusya arasında iken kongre Avrupa ve Balkanlardan birçok devletten müteşekkil idi. Çalışmanın birinci bölümünde, Ayastefanos Antlaşması ile Berlin Kongresi ve Berlin Antlaşması ele alınıyor. 1856 Paris Antlaşmasından sonra Avrupa'da dengeler ve devletlerin politikaları değişmeye başlamıştı. 1877-78 Rus Harbi'nde ağır yenilgi alan Osmanlı Devleti ağır şartlar içeren Ayastefanos Antlaşması'nı imzalamak zorunda kalmıştı. Menfaatleri zedelenen Avrupalı Büyük Devletler, Berlin Kongresi'ni toplayıp kendi aleyhlerine olabilecek maddeleri düzeltmişler; Osmanlı üzerinden kendi aralarındaki problemleri halletmek istemişlerdi. Osmanlı açısından ağır sonuçlar içeren Berlin Kongresi Balkanlarda Osmanlı'sız yeni düzen kurma çalışmalarını ihtiva etmekte idi. İkinci bölümde muhtasar olarak protokollerdeki konulara yer verilmiştir. Üçüncü bölümde Berlin Kongresi'nin protokollerinin transkripsiyonu yapıldı. 13 Haziran 1878 tarihinde başlayan Berlin Kongresi bir ay sürmüştür ve 20 protokolden ibarettir. Metin bu protokoller ve içerikleri ile protokollerde tartışılan konuları ihtiva ediyor. 1878 Berlin Congress is an important event in terms of the Ottoman Empire and the Balkans. In this congress; the Balkans and boundaries has been reshaped. The Berlin Congress is beginning of the fade away of the Ottoman Empire in the Balkans. Russian War of 1877-78 and the Treaty of San Stefano between the Ottoman Empire and Russia, while Congress was composed of many states of the Balkans and Europe.Studies of the first section, the Congress of Berlin and the Treaty of Berlin and the Treaty of San Stefano were studied. After the Treaty of Paris in 1856 had begun to change the balance in Europe and the state had begun to change their policy. The Ottoman Empire a heavy defeat the Ottoman-Russian War was forced to sign the San Stefano treaty containing heavy conditions. Other European states that have correct substances that could damage the interests of their own against picking the Berlin Congress. They want to take care of their internal problems over the Ottomans. The Congress of Berlin, including severe consequences in terms of the Ottoman Empire, was containing the work of establishing a new order without the Ottoman in the Balkans.The second part deals with the subjects of the Berlin protocols as succinct. In the third part, transcription of the Berlin Congress of the Protocols were studied. The Berlin Congress that began on June 13, 1878, took a month and consist of 20 protocols. In this text, the protocols and topics are discussed in the protocols were handled.
