Yerleşime uygunluk değerlerindeki değişikliklerin (jeo-tadilat) imar planı üzerinde yarattığı baskılar: Trabzon kenti örneği

Abstract

Kent planlama sürecinde yerbilimsel verilerin planlamaya entegrasyonu ciddi şekilde 1999 Marmara depreminden sonra gündeme gelmiştir. Plan kademelerine göre yapılacak jeolojik etüt çeşitleri sınıflandırılmış ve bu etütlere göre format geliştirilmiştir. Uygulama imar planlarına altlık oluşturan yerleşime uygunluk değerlerine bağlı olarak bazı alanlarda yapılaşma koşullarına kısıtlılık getirilmektedir. Genellikle, yapılanma kısıtlılıklarını ortadan kaldırmaya yönelik parsel/mülk sahiplerinin jeolojik-jeoteknik etüt raporları hazırlatmaları ve değişen değerlerinin yerleşime uygunluk haritalarına işlenmesini sağlayan jeo-tadilatların incelenmesi tezin temel amacıdır. Yerleşime uygunluk değerinde yapılan değişikliğin neden olarak sunulması ile imar planının öngördüğü yapılaşma koşullarının değiştirilmesine yönelik imar tadilatı talepleri de ortaya çıkmaktadır. Bu bağlamda yapılan jeo-tadilatların planlamaya etkilerini izlemek amacıyla; birinci bölümde çalışmanın amacı belirtilerek konu ile ilgili genel tanım ve kavramlara yer verilmektedir. İkinci bölümde, yapılan çalışmalara ve çalışmanın kapsam ve yöntemine ilişkin bilgiler verilmekte olup, konu ile ilgili çalışma alanındaki tüm jeo-tadilatlar ve daha detayda jeo-tadilat gerekçeli imar tadilatları incelenmiştir. Üçüncü bölümde ise incelenen jeo-tadilatlı ve jeo-tadilat gerekçeli imar tadilatlı alanlara yönelik bulgular ortaya konularak plana olan etkileri üzerinden irdelemeler yapılmıştır. Son olarak ise, konu genelinde ve özelinde varılan sonuçlar/öneriler tartışılmıştır.

The integration of geo scientific data planning in urban planning came to agenda after 1999 Marmara earthquake. Geological research types that would be carried out according to plan levels was classified and formats were developed in parallel to these studies. Some limitations were imposed in the conditions of construction in some areas depending on the value of conformity to accommodation, which sets the basis for zoning plans. Generally speaking, the main purpose of this thesis is to make the parcel/property owners to prepare geological-geotechnical study reports regarding the removal of limitations on construction and to review the geo-repairs that enable the changing values to be processed into the maps of conformity to accommodation. That the changes regarding the conformity to accommodation are shown as a reason and construction repair demands – regarding the change of construction conditions that were proposed by the zoning plan – also emerge. In the first section, general explanations and concepts related to the topic by defining the aim of the study were presented in order to track the effects of geo repairs on planning within this scope. In the second section, studies as well as the scope and the method of the study were presented and all geo repairs as well as zoning repairs that were performed with geo repair reasons in details were reviewed. In the third section, findings related to the reviewed geo repairs and zoning repairs with geo repair reasons were presented and detailed examination of their effects on the plan was done. Finally, results/recommendations – on the overall and in specific – were discussed.
