Atıksu arıtma tesisi projeleri fayda - maliyet analizi kapsamında piyasa dışı değerlerin hesaplanması -Avrupa Birliği örneği-

Abstract

Bu çalışmada, Avrupa Birliği IPA fonları kapsamında hazırlanan `15 Atıksu Arıtma Tesisi` Projesi çerçevesinde seçilen on dört belediye için, fayda-maliyet analizi kapsamında, su kalitesinin gelişimine bağlı piyasa dışı çevresel faydalar fiyatlandırılmıştır. Bu fiyatlandırma için, bir fayda transferi yöntemi olan meta analizi yöntemi kullanılmıştır. Bu yöntem çerçevesinde, su kalitesindeki gelişim için halkın ödeme istekliliklerini tarım, sağlık,turizm ve rekreasyon parametreleri kapsamında ölçen kapsamlı bir literatür araştırması yapılmıştır.//[12pt]Avrupa Birliği `15 Atıksu Arıtma Tesisi` projesi kapsamında seçilen bu parametreler, gelir, eğitim, alan ve nüfus parametreleri ile değerlendirilmiş ve oluşan fonksiyon, bahse konu projedeki belediyeler için yeni ödeme istekliliklerinin hesaplanmasında kullanılmıştır. Eğitim parametresinin ödeme istekliliği değerine negatif etkisi olduğu, gelir parametresinin ise, ödeme istekliliğini pozitif etkilediği tespit edilmiştir.//[12pt]Çalışmada,hesaplanan ödeme istekliliği değerlerini, `15 Atıksu Arıtma Tesisi` projesinde yer alan mevcut ödeme istekliliği değerleri ile karşılaştırılmıştır.Projenin projeksiyon süresi boyunca, belediyelerin elde ettiği toplam fayda iki ödeme istekliliği değeri için de hesaplanmış ve akabinde fayda/maliyet oranları hesaplanarak,atıksu arıtma tesislerinin inşaatının belediyeler için uygunluğu incelenmiştir. Buna göre, meta analizi ile yapılan hesaplama sonucunda, beş belediye için atıksu arıtma tesisi inşaatın uygun olmadığı, Proje'de yer alan ödeme istekliliği değerleri ile yapılan hesaplama sonucunda bir belediye dışında tüm belediyeler için uygun olduğu anlaşılmış ve bu farklılığın sebepleri yorumlanmıştır.

In this thesis, within the context of the European Union (EU) IPA funds and an EU Project called `15 Wastewater Treatment Plant Projects`, fourteen municipalities were chosen to be used in the context of cost-benefit analysis for the valuation of the non-market benefit of water quality improvement. For the valuation process, a benefit transfer method called meta analysis has been used.With the use of this method, the willingness to pay to imrove water quality has been measured in the context of agriculture, health, tourism and recreation by conducting a detailed literature review.//[12pt]These parameters, selected in the context of the EU Project `15 Wastewater Treatment Plant Projects`, have been valuated by the use of the parameters of income, education, area and population and the resulting functions have been used to measure the willingness to pay for the municipalities. The education parameter is observed to have a negative effect on willingness to pay while the income parameter in contrast,has a positive effect.//[12pt]The willingness to pay values, calculated for the municipalities, have been compared to the values found in the projects. The total benefit obtained through the projection lifetime has been calculated for both results and the benefit-cost ratio has been calculated. Then, the ratio has been used to check the convenience of usage of the waste water treatment plants for the municapilities. According to the results of meta analysis, five municipalities have been observed to be non-suitable for the waste water treatment plant construction, but only one for the project results. This difference has been evaluated.
