Kent bilgi sistemi, Türkiye`deki uygulamalar ve Kayseri örneği

Abstract

Toplumsal gelismeye baglı olarak, kent ve kentlilerin istemleri ve beklentileriartmaktadır. Kente iliskin verilerin ve bilgilerin toplanması, depolanması ve analiz edilereksunulmasının geleneksel yöntemlerle olanaksızlasması karsısında bir çözüm olarak ?KentBilgi Sistemleri? gelistirilmistir.Bu çalısmada, kent bilgi sistemi tanımı, amaç, kapsam ve uygulama alanlarına aitbilgiler yer almaktadır.Dünya'da KBS (Kent Bilgi Sistemi)/CBS (Cografi Bilgi Sistemi) uygulama çalısmalarıincelenmistir.Dünya da KBS (Kent Bilgi Sistemi) uygulayan ülkelerden Amerika, Kanada, Almanya,Avusturya, Hollanda, Fransa, sveç, Norveç, spanya, Yunanistan, ngiltere, Hong Kong'unKBS sistem yapısı irdelenmistir.Dünya da ulusal düzeydeki CBS faaliyetleri ve ilgili ulusal kurullar ile Uluslar arasıdüzeydeki CBS faaliyetleri ve ilgili Uluslar arası kuruluslar hakkında bir arastırma yapılarak,dünyadaki KBS/CBS'lerin genel bir degerlendirmesi yapılmıstır.Türkiye'de KBS (Kent Bilgi Sistemi) uygulayan sehirler Ankara, stanbul, zmir, Aydın,Antalya, Alanya, Bursa ve Eskisehir incelenmis, bu sehirlerde KBS kurulmasının amaç,uygulama ve yararlarından bahsedilmis, KBS uygulayan sehirlerde veri, donanım, yazılım,personel, veri paylasımı ve koordinasyon konularında karsılastırma yapılmıstır. Türkiye'deKent Bilgi Sistemi uygulamalarında karsılasılan belli baslı sorunlar (veri, idari ve yönetimsel,ekonomik, hukuki, koordinasyon sorunları) incelenerek genel bir durum degerlendirmesiyapılmıstır.Türkiye'de kurum ve kuruluslarda olusturulan CBS (Cografi Bilgi Sistemi) faaliyetleriirdelenerek mevcuttaki sistem karmasasından bahsedilmistir.CBS (Cografi Bilgi Sistemi) `de haritaların önemine deginerek, harita yapan veyayaptıran kurum ve kuruluslardan bahsedilmis, mevcuttaki harita bilgi altyapısı ortayakonularak yasanan sorunlar açıklanmıstır.Mevcuttaki harita altyapısının genel bir degerlendirmesi yapıldıktan sonra yasanankarmasanın ortadan kaldırılabilmesi için Harita Bilgi Bankası kurulmasının gerekliligi ortayakonularak, HBB (Harita Bilgi Bankası) sistem tasarımı yapılmıstır.Kayseri'de seçilen bir pilot bölgede, Netcad yazılımının CBS ortamında bir Kent BilgiSistemi uygulaması yapılmıstır.Çalısma sonunda teorik ve pratik çalısmalardan elde edilen deneyimlerin sonuçlarına vesistem olusturmaya yönelik önerilere yer verilmistir.Anahtar Kelimeler: Cografi Bilgi Sistemi, Kent Bilgi Sistemi, Harita Bilgi Bankası

Depending on social development, the expectations and requirements of cities andcitizens have been increasing. Since collecting, storing and presenting data related to a cityhave become impossible with the traditional methods, ?Urban Information Systems? havebeen developed as a solution.This study consists of information about the definition, purpose, and application areas ofurban information systems.In addition, UIS (Urban Information System) and GIS (Geographical InformationSystem) applications around the world have been examined.The UIS system structures of following countries applying this system have beenexamined: USA, Canada, Germany, Austria, Holland, France, Sweden, Norway, Spain,Greece, England and Hong Kong.Researches have been done about the GIS activities in the national level around theworld and the activities related to national institutes in the international level and relatedinternational institutes. Thus, a general evaluation of UIS and GIS in the world has been done.Cities applying UIS in Turkey such as Ankara, Istanbul, zmir, Aydın, Antalya, Alanya,Bursa and Eskisehir have been examined. The purposes, uses and applications of establishingUIS in those cities have been studied, and a comparison has been done among UIS applyingcities about data, hardware, software, personal, data sharing and coordination. Majorproblems that are encountered during UIS applications in Turkey have been examined andevaluated generally.GIS activities of institutions in Turkey have been examined and the current problemshas been discussed.The importance of maps in GIS has been stated and the institutions preparing orordering maps have been examined and the problems encountered have been explained bypresenting the current mapping background.After a general evaluation of current mapping background, the necessities ofestablishing a Mapping Information Warehouse in order to overcome encountered confusionshave been explained. The system design of MIW has been done.In a pilot region chosen in Kayseri, a UIS application has been done in Netcad GISsoftware.At the end of the study, the results of obtained experiences from both theoretical andpractical studies and suggestions about creating a system have been provided.Keywords: Geographical Information System, Urban Information System, MappingInformation Warehouse.
