Avrupa Birliği sürecinde birliğin ortak tarım politikası ve Türk tarımına olası etkileri

Abstract

Avrupa Birliği, yeryüzünde ikinci dünya savaşından sonra başarılı olmuş en önemli ekonomik ve siyasal birleşme hareketidir. Başlangıçta ekonomik amaçlı olmakla birlikte ilerleyen dönemlerde siyasal birliğe dönüşüp bugünkü yapısına bürünmüştür. Bu süreçte tarım sektörü önemli entegrasyon alanlarından biri olmuştur. Başlangıçta Fransa ve Almanya arasında tarım ve sanayi sektörüne yapılan destekler konusunda ihtilaflar çıkmasına rağmen ortak tarım politikası başarılı bir şekilde uygulanmıştır.Bu çalışmada, ilk olarak Ortak Tarım Politikasının tarihsel gelişimi, geçirdiği reformlar ve tarım sektörüne uygulanan politikalar, AB tarımının finansmanı ve genişleme sürecinde yeni katılan üyelerin durumu incelenmiştir. Daha sonra Türk tarımının genel çerçevesi, AB ile karşılaştırılarak analiz edilmiştir. Elde edilen bulgular ışığında Türkiye tarımının Ortak Tarım Politikası'na uyum sürecinde ve müzakerelerde karşılaşacağı sorunlar ve dikkat çeken hususların altı çizilerek, uyumun tarımda dönüşüme olası etkileri irdelenmiştir.Sonuç olarak, Ortak Tarım Politikası'na uyum sürecinin doğru yürütülmesi halinde(mevzuat, idari ve kurumsal yapının güçlendirilmesi, kırsal kalkınmaya ve piyasa bazlı tarımın oluşumuna önem veren politikaların uygulanması) bütün olası maliyetlerine rağmen, tarımın köklü yapısal sorunlarının çözümüne yönelik ciddi kazanımların elde edileceği ve dönüşüm sürecinin ivme kazanacağı ortaya konulmuştur.
