Tarım arazilerinin değerlemesinde coğrafi bilgi sistemlerinin kullanılması: Konya ili Çumra ilçesi örneği

Abstract

Bu çalışmada tarım arazilerinin değerlemesinde geniş bir kullanım alanına sahip bilgi teknolojisinin bir ürünü olan Coğrafi Bilgi Sistemi (CBS) kullanılmıştır. CBS, tarım arazilerinin değerlemesinde, değere etki eden faktörlerin harita ortamında gelir yöntemi ile hesaplanan arazi değerine dahil edilmesiyle değer haritaları üretmek için kullanılmıştır.Tarım arazilerinin değerlemesinde amaca göre farklı yöntemler tercih edilmekle birlikte genel olarak gelir yöntemi kullanılmaktadır. Çalışmada öncelikle bu yöntemin uygulanması için incelenen tarım arazilerinin yaygın münavebe sistemine göre rantları ve çalışma alanı için geçerli kapitalizasyon oranı belirlenmiştir. Çalışma alanı için ortalama kapitalizasyon oranı % 6.7 olarak tespit edilmiştir. Gelir yöntemine göre arazi değerleri uygulanan münavebe sistemine göre, 1336.57 TL/da ile 2617.91TL/da değeri arasında değiştiği belirlenmiştir. Brüt Gelir Çarpanı yöntemine göre çalışma yöresi için Çarpan 3.70 olarak tespit edilmiştir. Arazi Kullanım Kabiliyet Sınıfı, bitki deseni, anayola uzaklık, tali yola uzaklık, köy merkezine uzaklık, ilçe merkezine uzaklık, sulama kaynağına uzaklık ve toprak kalite indeksi (derinlik, tekstür, ana materyal ve eğim) gibi arazi değerini etkileyen faktörler CBS ortamında altlık olarak ele alınmış ve gelir yöntemiyle elde edilen ortalama değerlere CBS tekniğiyle dahil edilmiştir.Tarım arazilerinin değerine etki eden faktörlere Analitik Hiyerarşi Süreci (AHP) metoduyla ağırlıklar belirlenmiştir. AHP yöntemiyle elde edilen ağırlıklara göre en önemli faktörlerin sırasıyla Arazi Kullanım Kabiliyet Sınıfı, bitki deseni ve sulama kanalına uzaklık faktörleri olduğu tespit edilmiştir. Gri İlişkisel Analiz yöntemiyle, çalışmada incelenen her bir parsel için % 5.72 ile % 6.16 arasında kapitalizasyon oranları hesaplanmıştır. İncelenen parsellerin gelir yöntemine göre değerleri, kapitalizasyon oranları ve faktör ağırlıkları CBS ortamında analiz edilerek değer haritaları oluşturulmuştur. Yapılan analizler sonucunda arazi değerleri 1500 TL/da ile 4100 TL/da arasında bulunmuştur.Tarım arazilerinin değerlemesinde CBS tekniğinin uygulanması ve değere etki eden faktörlerin ayrı ayrı CBS ortamında ifade edilmesi; insan hatası olasılığının azalmasına, zaman tasarrufuna ve doğruluk olasılığının yüksek olmasına imkan sağlamaktadır.Anahtar Kelimeler: Tarım Arazisi, Değerleme, AHP, Gri İlişkisel Analiz, CBS

In this study, Geographic Information Systems (GIS) that is a product of information technology with a wide range of uses were used to in valuation of agricultural lands. In valuation of agricultural lands, GIS was used for comprising value map that was constituted by including the factors affecting the value in the value of agricultural lands is calculated by the income method.Agricultural land value to determine is used the income method depending on the purpose in general. In this study, firstly it was determine rent that is calculated according to the common crop rotation in research area and the capitalization rate applicable to the research area. The average capitalization rate of 6.7% was calculated for the research area. Land values were determined between 1336.57 TL/da and 2617.91TL/da according to the income method depending on the rotation system. The multiplier was determined to be 3.70 for the case of study according to gross income multiplier. The factors affecting the value such as soil class, crop pattern, the distance from the main road, the distance from the secondary road, the distance from the village center, the distance from the town center, the distance from the source of irrigation and soil quality index (depth, texture, parent material and slope).The weights were determined with Analytical Hierarchy Process (AHP) method for factors affecting the value of agricultural land. The most important factors affected the value of agricultural land is class of soil, crop pattern, irrigation canal according to the weights obtained with AHP method. Capitalization ratios were calculated between 5.72% and 6.16% for the examined each parcel in the study with Grey Relational Analysis method. Analyzing the values according to the income method, capitalization rates and factor weights of the examined parcels in GIS, value maps were comprised. As a result of analysis land values were found between 1500 TL/da and 4100 TL/da.Using GIS techniques in valuation of agricultural land and being signified the factors affecting the value separately in GIS enable to reduce the probability of human error, increase the probability of accuracy and time savings.Key Words: Agricultural Land, Valuation, AHP, Grey Relation Analysis, GIS
