AK Parti`nin dış politika ideolojisi: Yeni muhafazakarlık

Abstract

İdeolojilerin, insanlar, örgütler ve hükümetlerin üzerinde etkili olması, 21. yy'a özel bir durum değildir. İdeoloji bir inanış biçimi olmakla birlikte bazen de bir yaşayış tarzıdır. Küreselliği artık durdurulamayacak seviyeye gelen dünyada her hangi bir ülkedeki seçim sonuçları, hangi grubun partisinin iktidara geleceği diğer ülkelerce izlenir. Çünkü dış politikada atılacak adımların hangi tavır içinde olacağını bu ideolojik ilkeler belirler. Bu sebeple de devletlerin birbirlerinin ideolojilerine duyarsız kalmaması kaçınılmazdır. Bu doğrultuda çalışmanın amacı, AK Parti iktidarının dış politikada `yeni muhafazakârlık` ideolojisi ile hareket etmesini izah etmektir. Yeni muhafazakârlığı tanımlamak; klasik muhafazakarlıktan farklarını ortaya koymak demektir. Çalışmada uluslararası ilişkiler disiplini içerisinde, Türkiye'nin diğer devletlerle ve uluslararası örgütlerle olan ilişkisinde, `yeni muhafazakârlık` ideolojisinin ne şekilde etki ettiği tartışılmaktadır. Çalışmanın amacı AK Parti'nin 13 yıllık dış politikasının, kendisini seleflerinden ayıran özelliklerinin altını çizerek, Türk Dış Politikasına yeni bir pencereden bakmaya çalışmaktır. Bu bağlamda komşu ülkelerle ilişkilerin seyrine ve dış politikada konumumuzu etkileyen iç politik reformlara yer verilmiştir. Çalışmada tarihsel bağlamda ve komşularla sıfır sorun fikri üzerinden, özellikle bölgesel anlamda Türkiye'nin konumunun nerede olduğu ele alınmıştır. Bu çerçevede Ahmet Davutoğlu'nun Türk dış politikasına dair söylemlerine atıf yapılmıştır.

It is not a special situation for 21st century that ideologies are influential on people, organisations and governments. Ideology is a way of believing and sometimes it is a way of living. In the world that globalisation of which is reached an unstoppable level; the election results, the group of which party will come to power are observed by other countries. For these ideological principles define in which attitude will the steps taken on foreign policy be. For this reason, it is inevitable for the governments to not be insensible towards ideologies of other countries. Accordingly, the aim of this study is to elucidate JDP (Justice and Development Party) Ruling's acting in accordance with ''Neo Conservatism'' on Foreign Policy. To define neo-con is to expose the differences of conservatism. Within the disciple of International Relations, it is discussed that in which ways the `Neo Conservatism'' ideology is affected Turkey's relations with other governments and international organisations.The method is try to look from a different perspective to Turkish Foreign Policy by underlining the differences between JDP's 13 years of foreign policy and its predecessors. In this context, the progress with neighbouring countries and the reforms in domestic policy which affect progress in foreign policy are included. It is discussed through historical context and zero problems with neighbours idea that where is Turkey's position especially in regional sense. Yalçın Akdoğan and Ahmet Davutoğlu's statements that have shaped JDP's foreign policy are mentioned.
