Abstract

15 Temmuz Darbe Girişimine Karşı Gösterilen Halk Direnişinin Sosyo-Politik Analizi Türk siyasi tarihi ile ilgili belki de en çok dikkat çeken konulardan birisi de darbelerdir. Zira Türk demokrasisi, tek parti hükümeti hariç, diğer bütün zamanlarda darbelere maruz kalmıştır. Çok partili hayata geçildikten sonra denilebilir ki darbeler siyasal yaşantının bir parçası haline gelmiştir. Yönetimsel erk, darbelerin temel hedefi olarak hep var olmuştur. Mevcut siyasal gücü devirme veya istifa ettirme olarak tanımlayabileceğimiz darbeler özellikle Türk Silahlı Kuvvetleri tarafından meşru siyasal yönetimler üzerinde bir baskı unsuru olarak her zaman gündemde kalmışlardır. Darbeler karşısında halkın tutumu yıllarca sessiz kalıp olayın gidişatını uzaktan takip etmek şeklinde olmuştur. Gerek darbelere gerekse muhtıralara halk tarafından aktif bir karşı duruşun sergilendiği siyasal tarihimiz içinde rastlanmış bir durum değildir. Bu sessiz kalma dönem şartları içinde gerekçelendirilebilir. Bu bağlamda 15 Temmuz darbe girişimini diğer darbelerden farklı kılan nokta darbeye karşı gösterilen halk direnişi ve vatan müdafaasıdır. 15 Temmuz Darbe Girişimi, halk direnişiyle kendini siyasi tarihte özel bir yere yazdırmıştır. Bu tezin hazırlanma amacı da; 15 Temmuz Halk Direnişinin altında yatan sosyo politik sebepleri analiz etmek, AK Parti hükümetlerinin demokratikleşme ve sivilleşme politikalarının darbeye karşı şanlı bir direnişin sergilenmesinde oynadığı rolü ortaya koymak, Fethullahçı Terör Örgütünün ülkeyi darbeye sürükleyen süreçte oynadığı rolü gözler önüne sermektir. Çalışmanın hazırlanmasında darbeler tarihini ve özellikle 15 Temmuz darbesini ve halk direnişini doğru anlayabilmek için kaynak taraması yapılmış, bilgiler objektif şekilde değerlendirilmiştir. Çalışma göstermiştir ki yıllar içinde yapılan yasal düzenlemelerle merkeze taşınıp siyasetin öznesi haline dönüştürülen, haklara ulaşma noktasında tüm bariyerleri kaldırılmış, eşit ve adil bir ortamda yaşama imkânı bulan millet, 15 Temmuz gecesi demokrasiyi koruma ve ona sahip çıkma noktasında hiç tereddüt etmemiştir. Ülkenin yönetim mekanizmasındaki güç unsurlarının sivilleştirilmesi, baskı unsurlarının bertaraf edilmesi ve güven duyulan bir lider figürü siyasal sistemin devamlılığına olan inancı arttırmış ve 15 Temmuz darbe girişimi bu inancı taşıyan ve demokrasisine sahip çıkmak isteyen halkın destansı direnişiyle püskürtülmüştür.Anahtar Kelimeler: Demokrasi, Darbe, Vesayet, FETÖ, 15 Temmuz, Direniş,

Sociopolitical Analysis of the Civil Resistance Against the July 15th Coup AttemptOne of the most noticeable issues about Turkish political history is it's coups. Turkish democracy has been hit by all other times, except for the one-party government. After a multi-party system, one could say that coups have become part of political life. Administrative power has always been the main objective of the coups, which can be defined as an overthrowing or demand for resignation of the incumbent political power, and this has always been on the agenda, especially for the Turkish Armed Forces, as a means of pressure by which to legitimatize political administrations. The attitude of the people in the face of the coups has been to remain silent for many years, following the course of events from a distance. It is not a phenomenon that is recorded in our written political history, where both the coups and the memorandums are actively displayed by the people. When the terms of this silence are evaluated, it's justification is noteworthy. In this context, what makes the July 15 coup attempt different from other coups is the popular resistance against it, and the defense of the homeland. The July 15th Coup attempt, and the popular resistance against it, has made itself a special place in Turkey's political history. The purpose of the preparation of this thesis is to analyze the socio-political reasons underlying the 15 July People's Resistance, to reveal the role of the AK Party government's democratization and civilization policies in a display of glorious resistance against the coup, and to demonstrate the role played by the Fethullahist Terrorist Organization in the process that led to the formation of the attempted coup.In order to understand the history of the impact of the July 15 coup in particular, and the popular resistance, in the preparation of this study, a source search was made and the information was evaluated objectively. The study shows that all the barriers have been removed at the point of access to rights, which have been moved to the center by the legal arrangements made over the years and transformed into a subject of politics. The nation, which had an opportunity to live in an equal and fair environment, did not hesitate to protect it's democracy on the night of July 15th. The civilization of the elements of power in the country's management mechanism, the elimination of pressure elements, and a trusted leader figure increased the belief in the continuity of the political system. The July 15 coup attempt was repulsed by the epic resistance of the people who carried the belief and wanted to defend their democracy.
