Yemen ekonomisinde işsizliği etkileyen faktörler: Ekonometrik bir analiz

Abstract

İşsizlik sorunu, diğer gelişmekte olan ve gelişmiş ülkeler gibi Yemen'de de emek piyasasının ekonomik ve sosyal sorunlarından biri haline gelmiştir. Bu nedenle çalışmada, Yemen ekonomisinde işsizlik sorunu arttıracağı/azaltacağı düşünülen faktörler birlikte araştırılmıştır.Bu amaçla çalışmada Yemen ekonomisinde 1991-2016 dönemine ait yıllık veriler kullanılarak nüfus büyüklüğü, kişi başına düşen GSYİH, tüketici fiyat endeksi, sermaye birikimi ve siyasi istikrarsızlık ile işsizlik arasındaki dinamik ilişkiler Granger nedensellik testi ve ARDL sınır testi yaklaşımı ile analiz edilmiştir. Ayırca, Yemen ekonomisinde istihdam (işgücü talebi) ile GSYİH'nin bileşenleri arasındaki kısa ve uzun dönemde olası koentegrasyon ilişkisi analiz edilmiştir. Ekonometrik analiz sonuçları, işsizlik ile nüfus büyüklüğü, kişi başına düşen GSYİH, tüketici fiyat endeksi, sermaye birikimi ve siyasi istikrarsızlık değişkenleri arasında ve istihdam ile devlet harcama, toplam ihracat, toplam ithalat ve sermaye oluşumu değişkenleri arasında eş-bütünleşme (koentegrasyon) ilişkisi olduğunu ortaya koymuştur. Uzun dönem katsayıları incelendiğinde, uzun dönemde nüfus büyüklüğü, kişi başına düşen GSYİH, tüketici fiyat endeksi ve sermaye birikimi uzun dönemde işsizliği en önemli etkileyen faktörler olarak tespit edilmiştir. Dahası, toplam ihracat, toplam ithalat ve sermaye oluşumu değişkenlerinin uzun dönemde istihdamın belirleyici faktörleri oldukları tespit edilmiştir.Granger nedensellik testinden elde edilen sonuçlara göre, kısa dönemde, işsizlik ve nüfus büyüklüğü arasında iki taraflı nedensellik ilişkisine rastlanmıştır. Ayrıca, toplam ihracattan istihdama, toplam ithalattan istihdama, sermaye oluşumundan toplam ihracata ve devlet harcamalarından toplam ihracata tek taraflı bir nedensellik ilişkisine rastlanmıştır.

In Yemen, as other developing and developed countries, the problem of unemployment is cosidered as one of the economic and social problems of the labor market. Therefore, in this study, factors which are thought to increase / decrease unemployment in the economy of Yemen were, together, investigated.Using the annual data of the period 1991-2016 in the economy of Yemen, the dynamic relationships between unemployment and population size, GDP per capita, consumer price index, capital accumulation and political instability were analyzed by Granger causality test and ARDL bound test approach. Furthermore, the possible cointegration relationship between employment and components of GDP in the Yemeni economy was analyzed in the short and long term. The results of the econometric analysis showed a cointegration relationship between unemployment and population size, GDP per capita, consumer price index, capital accumulation and political instability variables, and between employment and public expenditure, total exports, total imports and capital formation. When long-term coefficients are analyzed, population size, GDP per capita, consumer price index and capital accumulation have been identified as the most important factors affecting unemployment in the long run. Moreover, total exports, total imports and capital formation are the determining factors of employment on the long-term.According to the results obtained from the Granger causality test, there was a bilateral causal relationship between unemployment and population size in the short run. Furthermore, a unilateral causality relationship was found from total exports to employment, from total imports to employment, from capital formation to total exports and from public expenditure to total exports.
