Belediyelerin sosyal sorumluluk çalışmalarına vatandaşların bakışı: Selçuklu Değerler Eğitimi Projesi örneği

Abstract

Belediyeler doğrudan yerel halk tarafından göreve getirilen ve halka en yakın kamu kurumlarıdır. Bu özellikleri belediyelere yerel halkın ihtiyacı olan hizmetleri belirlemek ve bu hizmetleri gerçekleştirmek noktasında önemli yükümlülükler getirmektedir. Belediyeler yerel halka yol, su, elektrik ve çevre düzenlemesi gibi fiziksel hizmetlerin yanında çeşitli sosyal destek ve hizmetlerde de bulunmaktadırlar. Belediyelerin tüm bu hizmetleri zamanında, yeterli ve verimli şekilde verebilmesi için yerel halkın ihtiyaçlarını en iyi şekilde belirlemesi gerekmektedir. Yerel halkın dilek, şikâyet, ihtiyaç ve beklentilerini belirlemede halkla ilişkiler belediyelerin en önemli uygulaması konumundadır. Halkın ihtiyaçlarını karşılamada ve beklentilerini yerine getirmede ise sosyal sorumluluk projeleri sıklıkla kullanılmaktadır. Belediyelerin sosyal sorumlulukları giderek artan bir alanda gerçekleştirilmektedir. Çevre, kültür, sağlık gibi birçok alanda yerel halka karşı sorumluluğu bulunan belediyeler bu sorumluluklarını sosyal sorumluluk bilincinde çalışarak gerçekleştirmektedirler. Sosyal sorumluluk uygulamaları hem yerel halkın refahına önemli katkılar sağlamakta hem de vatandaşın belediyelere bakışını olumlu yönde etkileyebilmektedir.Bu tez çalışması Konya Selçuklu Belediyesi'nin düzenlediği Selçuklu Değerler Eğitimi Projesini vatandaşın nasıl değerlendirdiğini ortaya koymak amacıyla gerçekleştirilmiştir. Bu amaçla Konya'da ikamet eden ve farklı demografik özelliklere sahip 415 kişiyle yüz yüze anket çalışması gerçekleştirilmiştir. Araştırmaya göre katılımcılar genellikle belediyelerin sosyal sorumluluk faaliyetlerini desteklemektedir. Ayrıca belediyelerin sosyal sorumlulukla ilgili tanıtım faaliyetleri katılımcıların sosyal sorumluluk projelerine olan bakışlarını olumlu yönde etkilemektedir. Bir sosyal sorumluluk uygulaması olarak Selçuklu Değerler Eğitimi Projesi katılımcılar tarafından olumlu değerlendirilmekte ve desteklenmektedir.

Municipalities are the public institutions directly appointed by the local people and closest to them. These characteristics impose significant obligations on municipalities to determine the services needed by local people and to perform these services. Municipalities provide various social support and services as well as physical services such as road, water, electricity and landscaping. In order for municipalities to provide all these services in a timely, adequate and efficient manner, they need to determine the needs of the local people in the best way. The municipalities are especially interested in public relations activities and strive to maximize communication with the local community. Public relations are the most important implementation of municipalities in determining the wishes, complaints, needs and expectations of local people. Social responsibility projects are frequently used when meeting the needs of the people and fulfilling their expectations. The social responsibilities of municipalities are realized in an increasing area. Municipalities who have responsibility for the local people in many areas such as environment, culture and health realize these responsibilities by working with social responsibility awareness. Social responsibility practices provide important contributions to the welfare of the local population and may affect the citizens' views to municipalities positively.This thesis study was carried out in order to determine how the citizens evaluated the Selçuklu Values Education Project which organized by Konya Selçuklu Municipality. For this purpose, realized face to face survey with 415 people who living in Konya and having different demographic characteristics. According to the research, participants generally support the social responsibility activities of the municipalities. As a social responsibility practice The Selçuklu Values Education Project is evaluated positive and supported by the participants.
