E-devlet uygulamaları ve mali saydamlık ilişkisi

Abstract

Bu çalışmanın amacı, daha iyi bir yönetim anlayışı için mali saydamlığın önemine dikkat çekmek ve mali saydamlığın sağlanmasında e-devlet anlayışının önemine vurgu yapmaktır.Bir devletin mali açıdan iyi noktalara erişebilmesi için, saydam bir yapıya sahip olması gerekir. Bunun nedeni saydam bir mali yapı vatandaşlar tarafından denetlenebilir bir mali yapıdır. Bu yüzden yolsuzluk, rüşvetçilik gibi durumların daha az gerçekleşeceği saydam bir mali yapının ülke ekonomisi için daha iyi olduğu yadsınamaz bir gerçektir. Bu çalışmada yapılmaya çalışılan da bu durumu gerekçelendirerek daha detaylı bir şekilde açıklamaktır.E-Devletin mali saydamlık üzerindeki rolü aslında çalışmanın ulaşmaya çalıştığı esas önemli noktadır. Bu kapsamda e-devlet uygulamalarının mali saydamlığı arttırdığı istatistiki verilerle de desteklenmekte ve mali saydamlığın gerçekleştirilmesinde e-devlet uygulamasının rolü daha iyi anlaşılmaktadır.Çalışmada bu konuyla ilgili olarak e-devletin temel unsurları arasında mali saydamlığın yerine, denetim faaliyetinin saydamlığa olan katkısına ve Türk mali saydamlığının gerçekleşmesinde e-devlet faktörünün önemine değinilmeye çalışılmıştır.Anahtar kelimeler: E-Devlet, Mali Saydamlık, Yönetim, Denetim, Yolsuzluk

The purpose of this study, for a better understanding of management attention to the importance of financial transparency and ensuring financial transparency is to emphasize the importance of e-government concept.The financial terms of a state with good access point for, must have a transparent structure. The reason fort his; a transparent financial structure, financial structure can be controlled by citizens. Therefore, corruption, bribery case to be made less of a transparent financial structure is better fort he country?s economy is an undeniable fact, in this study, this situation will be trying to make a more detailed way to explain the rationale.E-Government on the role of fiscal transparency is actually an important point of the study is essentially trying to get. In this context, the e-government applications to increase financial transparency in statistical data supported and financial transparency fort he realization of the role of e-government application is better understood.Study on this issue as, among the key elements of e-government rather than financial transparency, contribution to the transparency of the audit to and Turkish financial transparency in the realization of e-government highlighted the importance of factors to be studied.Key words: E-Government, Financial Transparent, Management, Contribution,
