Yeni Dünya düzeni bağlamında terör, vekâlet savaşları ve Türkiye

Abstract

Değişen koşullar neticesinde vekâlet savaşları kavramı yeni yüzyılın yeni savaş stratejisi olarak karşımıza çıkmaktadır. Günümüzde terör örgütleri başta olmak üzere farklı devlet ve devlet dışı aktörlerle yürütülen Vekâlet Savaşları özellikle Ortadoğu coğrafyasında sıkça yaşanmaktadır. Yeni Dünya Düzeni bağlamında ve değişen koşullar çerçevesinde Vekâlet Savaşlarının bugün olduğu gibi gelecekte de en çok tercih edilen savaş stratejisi olacağı tahmin edilmektedir.Bu tez çalışması sonuç hariç üç bölüm olarak ele alınmıştır. İlk bölümde ABD ve Batılı müttefikleri tarafından oluşturulmaya çalışılan Yeni Dünya Düzeni ve bu düzenin bir yansıması olarak günümüzde tüm dünyayı saran Terör ve Terörizm kavramları ele alınmıştır. İkinci bölümde günümüzde devlet ve devlet dışı aktörlerin yeni savaş stratejisi haline gelen Vekâlet Savaşlarının ne olduğu, neden ortaya çıktığı, nasıl yürütüldüğü ve aktörlerinin kimler olduğu başlıklar halinde örneklerle açıklanmıştır. Üçüncü ve sonuç bölümünde Türkiye'nin zorlaşan konumuyla beraber vekâlet savaş stratejisini hayata geçirmesinin gerekliliği anlatılmıştır. Ayrıca Türkiye'nin Suriye iç savaşında doktrine etmeye çalıştığı vekâlet savaş stratejisi, bu stratejide yapılan hatalar ve çıkarılması gereken dersler ele alınmıştır.

In the context of changing conditions, the concept of the Proxy Wars emerges as a new battle strategy of the New Century. Today, especially in the terrorist organizations, different state and non-state actors, the war of power of attorneys, especially in the geography of the Middle East is frequently experienced. Within the context of the New World Order and within the changing circumstances, it is predicted that the Proxy Wars will be the most preferred war strategy in the future as it is today. This thesis study is treated as three parts except the result. In the first part, the concepts of the New World Order and the Terrorism and Terrorism that surround the whole world are considered as a reflection of this order, which is being tried to be formed by US and Western allies. In the second part, the notion of the Proxy Wars, which has become the new battle strategy of state and non-state actors today, is explained with titles and examples. Middle East also located on the third and conclusions, as geopolitical and geo-strategic properties due to difficult locations within the framework of a global and a country that tried to be the doctrine of proxy war strategy by regional powers, Turkey's Proxy Wars described the necessity of Strategy implementation and Syria is trying to doctrine in the civil war proxy war The mistakes he made in his strategy and the lessons he should take are discussed.
