Osmanlı Devleti`nde Askeri rüştiyeler

Abstract

Osmanlı Devleti'ndeki gerilemenin sonucu olarak ortaya çıkan yenileşme fikri ve uygulamalarının ilk adımları eğitim alanında atılmıştır. Özellikle Tanzimat döne-minde büyük bir ivme kazanmış olan eğitimde modernleşmenin en önemli ayağını askeri eğitim kurumları oluşturmaktadır. XVIII. yüzyılın sonlarında mühendishane-lerde başlatılan eğitimde modernleşme uygulamaları; XIX. yüzyılda askeri idadi ve rüştiye gibi ortaöğretim seviyesindeki kurumların teşkiliyle hız kazanarak devam et-miştir. 1845 yılında askeri idadilerin açılışından sonra; 9 Ocak 1875 tarihinde alınan bir karar neticesinde, askeri eğitimin ilk basamağını oluşturan askeri rüştiyeler açılmış-tır. Bu çalışmanın temel amacı ise; mezunlarının Harbiye, Bahriye, Tıbbiye ve Mü-hendishane gibi mekteplere istihdam edildiği askeri idadilerin öğrenci ihtiyacını karşı-lamak üzere kurulan askeri rüştiyelerin; kuruluş amacını, önemini, öğrenci kabul şartla-rını, öğretim kadrolarını, eğitim süresini, öğretim programlarını ve tarihi gelişimini; bunun yanı sıra söz konusu rüştiyelerin yaşadığı sorunları ve bu sorunlara karşı üreti-len çözüm yollarını arşiv vesikaları, gazete ve salname gibi dönemin çeşitli yayın or-ganları kullanılarak tarihi doküman incelemesi yöntemi ile ortaya koymaktır.

The preliminary practices of the idea of innovation which emerged as a result of the decline in the Ottoman Empire were initiated in the field of education. The military educational institutions constituted the most important pillar of moderniza-tion in education which gained great momentum especially in the period of Tanzimat. The educational modernization initiatives launched in the imperial schools of engi-neering during the late 18th century were accelerated through the establishment of military secondary educational institutions such as idadis ve rustiyes throughout the 19th century. Military rustiyes, constituting the first step of military education, were brought into action as a result of a decision on the 9th of January, 1875 following the establishment of the military idadis in 1845. The main aim of this study was to reveal the purpose of establishment, importance, student admission requirements, teaching staff, training period, curricula and its historical development process, as well as the problems experienced and the solution offers of the military schools which estab-lished to meet the student needs of military idadis of which graduates were placed in schools such as Harbiye, Bahriye, Tibbiye and Muhendishane through historical doc-ument analysis method using various media organs of the period such as archival documents, newspapers and annuals.
