XX.ve XXI. dönem Gaziantep milletvekilleri ve siyasi faaliyetleri(1996-1999-2002)

Abstract

Bu çalışmanın amacı, 20 ve 21. dönemlerde (1996-1999-2002) seçilip mecliste yer alan Gaziantep Milletvekilleri ve milletvekillerinin yasama faaliyetleri ele alınmıştır. Bunun yanında siyaset ve siyasal faaliyetin kavramsal çerçevesine yer verilmiştir. Bu kapsamda öncelikle siyasal sistemler ele alınmış, ardından demokrasinin tanımı, demokrasi modelleri, parlamenter sistem, parlamenter sistemde anayasal organlar, Türkiye'de parlamenter sistemin gelişimi açıklanmıştır. Sonrasında çalışmanın sınırlı olduğu dönemi ifade eden 1996-1999-2002 dönemlerinde genel olan Türkiye'nin durumu ele alınmıştır. Yine çalışmanın sınırlı olduğu il olan Gaziantep'in coğrafi, demografik, sosyal, ekonomik ve siyasi yapısı açıklanmıştır. Ardından ele alınan dönemler için Gaziantep'te genel seçim sonuçları açıklanarak değerlendirilmiştir. Sonrasında araştırma kapsamındaki milletvekillerinin biyografileri sunulmuştur. Gaziantep milletvekilleri sosyodemografik özellikleri bağlamında değerlendirilmiş ve bu bölüm tamamlanmıştır. Sonraki bölümde Gaziantep milletvekillerinin TBMM'deki konuşmalarına yer verilmiştir. Son olarak Gaziantep Milletvekillerinin yasama faaliyetleri yorumlanarak açıklanmıştır. Araştırmada TBMM tutanak dergilerinden faydalanılmıştır.

The aim of this purpose is to examine the legislative activities of Gaziantep deputies who were in the national assembly in the 20th and 21st parliaments (1996-1999-2002). Moreover, the conceptual framework of politics and political activities were also discussed. Within this scope, previous political systems were discussed and definition of democracy, democratic models, parliamentary system, constitutional branches in the parliamentary system, and the development of parliamentary system in Turkey are described. Afterward, the general status of Turkey in the periods of 1996-1999-2002 was addressed as it constitutes the limited period of this study. Likewise, Gaziantep's geographical, demographic, social, economic and political structure was also explained as it also constitutes the limited framework of this study. Furthermore, the results of general election in terms of Gaziantep were also explained and evaluated. Afterward, the biographies of the deputies included within the scope of the study are provided. Gaziantep deputies are evaluated in terms of their sociodemographic properties and that section of the study is completed. In the following section, the speeches of Gaziantep deputies in the Grand National Assembly of Turkey are included. Lastly, legislative activities of Gaziantep deputies were interpreted and explained. In the study, minute journals of the Grand National Assembly were used
