Filipinler`de müslümanlık ve müslümanların statüsü

Abstract

Filipinli Müslümanlar veya Mindanao'daki Bangsamoro halkı, Filipin uyruğundan tarihsel olarak daha eski bir toplumdur ve kültürel açıdan daha farklı bir yapıya sahiptir. Günümüzde özellikle Müslüman Mindanao Özerk Bölgesi'nde (ARMM) yaşayan Filipinli Müslümanlar özgürlük ve sosyal adalet için sürmekte olan mücadelelerinden dolayı yoksulluğun yükünü ve bozulan barış düzeninin zor koşullarını yaşamaya devam etmektedirler. Moro probleminin etkileri olarak görülen bu çok boyutlu problemin kapsamlı bir şekilde anlaşılması ve ele alınması gerekir. Yapısal ve idari olarak, Filipin hükümetinin merkezileşmiş yapısı Filipinlerin Müslüman ve Hıristiyan halkları gibi farklı tarihsel deneyimlere ve farklı kültürlere sahip halklarının idaresi için uygun değildir. Politik olarak, Filipin hükümetinin üniter kurulumu, hükümetin işleyiş ve yönetiminde Müslümanların siyasi güç kazanma ve yeterli temsil ihtiyaçlarına pek duyarlı değildir.Müslüman-Hıristiyan ilişkilerinin sosyo psikolojik sorunu olarak olumsuz Moro imgesi, çoğu Hristiyan Filipinli'nin zihninde devam etmektedir. Gerçekten de yanıltıcı olmaya devam eden Mindanao mücadelesinin özellikle de doğrudan ve dolaylı olarak savaşın kin ve haysiyetsizliğinden muzdarip olan Güney Filipinlerin Müslüman ve yerli halklarının tarihine ve insan haklarına etki eden bilinçli ve sağlam bir hükümet politikasından kaynaklandığı söylenebilir.Anahtar Kelimeler: Mindanao, Moro, Bangsamoro, Müslüman Mindanao Özerk Bölgesi (ARMM), Moro Ulusal Kurtuluş Cephesi (MNLF), Moro İslami Kurtuluş Cephesi (MILF), Bangsamoro Çözüm Süreci.

The Philippine Muslims or Bangsamoro in Mindanao, culturally distinct from and historically older than the Filipino nationality. The Philippine Muslims today, because of their continuing struggle for freedom and social justice, continue to bear the burden of poverty and the deteriorating peace and order condition, particularly in their designated region of the Autonomous Region in Muslim Mindanao (ARMM). Viewed as effects of the so-called Moro problem, this multidimensional problem needs to be understood comprehensively and dealt with positively.Structurally and administratively, the unitary or highly centralized setup of the Philippine government has been inappropriate in administering peoples of different cultures with different historical experiences, such as the Islamized and Christianized peoples of the Philippines. Politically, the unitary setup of the Philippine government has been less responsive to the needs of the Muslims for political empowerment and for adequate representation in the multitasks of governmental functioning and management.On the sociopsychological problem of Muslim-Christian relations, the persistence of the negative Moro image in the minds of many Christian Filipinos continues. Indeed, the Mindanao peace that continues to be illusive may spring from a rational and sound government policy to the history and human rights of the affected peoples of southern Philippines—especially Muslims and indigenous people, who are directly or indirectly suffering from the menace and inhumanity of war imposed upon these innocent victims.Key Words: Mindanao, Moro, Bangsamoro, Autonomous Region Muslim Mindanao (ARMM), Moro National Liberation Front (MNLF), Moro Islamic Liberation Front (MILF), Bangsamoro Peace Process.
