Çeşitli ülkelerde ve Türkiye`de karayollarında kalite sistemleri ve bir yol yapım çalışmasında kalite sisteminin incelenmesi

Abstract

Bu çalışmanın amacı, çeşitli ülkelerde karayolu kalite sistemlerini incelemek, Türkiye'deki mevcut kalite sistemini değerlendirmek ve yol yapımında kalite sisteminin fayda-maliyet ilişkisini araştırmaktır. Bu çalışmanın verileri, örnek bir yol yapım çalışmasının altı aylık süreçte yerinde incelenmesi ve yol yapımı ile ilgili yetkili otoritelerle, girişimcilerle görüşmeler yapılması sonucunda toplanmıştır. Araştırma sonuçlarına göre, karayolu ulaştırma hizmetlerinin sürdürülebilir olması için Türkiye'deki mevcut kalite sisteminin güncellenmesi gerekmektedir. Bugünkü sistem geliştirilmeli ve ekonomik kalite sistemi benimsenmelidir. Bütün bunların gerçekleştirilebilmesi için de araştırma ve geliştirme faaliyetlerinin yürütülmesi gerekmektedir.

The purpose of this study is to investigate highway construction quality systems used in different countries, examine the current situation in Turkey and analyze the benefits and cost-effectiveness of implementation of quality system in highway construction projects. Data were collected from a model highway construction project and also some face- to-face interviews were conducted with authorized persons from General Directorate of Highways and some highway contractors. According to results of the study, current highway quality systems used in Turkey should be revised in order to get sustainable transportation system. Comprehensive highway quality system need to be developed and the most economic, acceptable level should be implemented. To make all above possible, research and development activities must be performed.
