Türkiye otomotiv sektörünün gelişiminde vergi politikalarının etkisi

Abstract

ÖZET TÜRK OTOMOTİV SEKTÖRÜNÜN GELİŞİMİNDE VERGİ POLİTİKALARININ ETKİSİ SEVGİCAN, MURAT Yüksek Lisans İktisat Ana Bilim Dalı Danışman: Doç. Dr. A. Mesud Küçükkalay Bu çalışmanın amacı, Türkiye Otomotiv Sektörü'nün mevcut yapışım belirlemek, sektörün Türkiye ekonomisi için taşıdığı önemi ortaya koymak, sektörün gelişimi önündeki engellerden birisi olarak kabul edilen vergi yükü sorununu incelemek ve Türkiye ekonomisinin gelişmiş ekonomiler araşma girmesinde sektörün itici bir güç olabilmesi için uygulanması gereken başlıca vergi politikalarını belirlemektir. Çalışmada öncelikle otomotiv sektörü hakkında genel bilgiler verilmiş, dünya otomotiv sanayinin tarihsel gelişimi anlatılmış ve otomotiv sanayilerinin ülke ekonomilerine katkıları tartışılmıştır. Daha sonra, Türk otomotiv sanayinin gelişimi çalışma konusunun tarihsel arka planını göstermek amacıyla kaleme alınmıştır. Sektörün, üretim, satış, ihracat ve ithalat miktarları yıllar itibariyle ayrıntılı olarak incelenerek, sektörün ülke ekonomisi içindeki yeri de belirlenmiştir. Sektörün gelişmesini olumsuz etkilediği düşünülen vergi sistemi incelenmiş ve sektörün gelişebilmesi için, olması gereken vergi politikası önerilmiştir. Bu çalışma ile otomotiv sektörünün yarattığı; ihracatın, vergi gelirlerinin ve istihdamın Türkiye ekonomisine çok önemli katkılar sağladığı saptanmıştır. Ayrıca otomotiv sektörü üzerindeki vergi yükünün, sektöre olan potansiyel talebin efektif talebe dönüşmesini zorlaştırarak, sektörün gelişimim engellediği sonucuna ulaşılmıştır. Otomotiv sektörünün ülke ekonomisine sağladığı katkının artması için, sektöre uygulanan vergi sisteminin değiştirilerek AB ile uyumlu hale getirilmesi gerekmektedir.

ABSTRACT THE EFFECTS OF TAX POLICIES ON THE DEVELOPMENT OF TURKISH AUTOMOTIVE INDUSTRY SEVGİCAN, MURAT Master Thesis Economics Advisor: A. Mesud Küçükkalay, Associate Professor The purpose of this study is to put forward the structure of Turkish Automotive Industry, to expose the importance of the industry for Turkish Economy, to analyse tax-charge problem which is one of the supposed obstacles against the development of the industry and to determine main tax policies that must be applied to the sector to make it a considerable motivator on the way of taking part for Turkey among developed countries. In this study firstly, general information about automotive industry has been given, the historical development of the world automotive industry has been told and the contribution of automotive industries to economies has been discussed. Then Turkish Automotive Industry has been expressed to show the historical background of the subject of the study. And the place of the industry in the economy has been also determined by analysing production, sales, import and export quantities of the industry in detail. The tax system that is supposed to affect the development of the industry in negative way has been analysed and tax policies that must be applied to the industry to improve it have been suggested. With this study, it has been determined that the export, tax incomes and employment have made very important contribution to Turkish Economy. Furthermore it has been reached the conclusion that tax-charge on the industry hinders the development of if by making hard to change the potential demand into effective demand. In order to increase the contribution of automotive industry to the economy, the tax system that is being applied on the industry must be changed and must be adjusted with European Union Tax System.
