Dr. Mehmet TOPALBu çalışma, Osmanlı Devleti'nin mahkeme kayıtlarını kapsayan şer`iyesicillerinden Rusçuk'a ait R-20 numaralı defterin transkribe edilmesi vedeğerlendirilmesi amacıyla yapılmıştır. Bu sayede çok değerli bir materyal istifadeyesunulmuş olacaktır.R-20 numaralı Rusçuk Şer`iye Sicili, Bulgaristan'ın Milli Kütüphanesi olanve Sofya'da bulunan Cyril ve Methodius Kütüphanesi Şark Koleksiyonu'nda mevcutolup mikrofilmleri Tarih Bölümü öğretim üyelerince üniversitemize kazandırılmıştır.Defterin bugünkü alfabe ile yazımı sırasında basit transkripsiyon kurallarıuygulanmıştır. Transkripsiyonu yapılan metindeki hükümler, tarihsel bakış açısı iledeğerlendirilmiştir. Konuyu tamamlamak bakımından Osmanlı hukuk sistemi ileilgili birtakım kavramlar tanıtılmış ve Rusçuk Kazası'nın tarihi hakkında kısaca bilgiverilmiştir.Çeşitli konularda 246 adet hükmün yer aldığı defter, dönemin siyasi, sosyo-ekonomik, askeri ve kültürel yönleri hakkında fikir vermektedir. Bu bilgiler ışığındaOsmanlı Devleti'nin merkez dışındaki uygulamaları ve Tuna kıyısındaki şehrinOsmanlı tarihindeki önemi de ortaya çıkmaktadır.

Transcriptionand evaluation of this material may presen a valuable source for further resarches.No R-20 Rusçuk Sheriah Court Record is available at Oriental Collection ofSofia Cyril and Methodist Library in Bulgaria. Microfilms of the material wasbrought in by the members of History Department to our university. Simpletranscription rules were used during the rewriting of the material with currentTurkish alphabeth. Verdicts in the text were evaluated by a historical view point.Some concepts considering Otoman Legal System were explained and a short historyof Rusçuk City was included to make the subject more clear.The notebook which contains 246 verdicts gives some idea about politics,sosyo-economics, military and cultural aspects of the era. Through theseinformation, social implementations of The Ottoman Empire, apart from the centermay be comprehended better and the importance of the city located by river Danubecan be seen.
