Türkiye`de sağlık hizmetlerinin finansmanı açısından genel sağlık sigortası sisteminin etkinliği ve geleceği

Abstract

Türk sağlık sistemi çağdaş devlet anlayışı çerçevesinde yeniden yapılandırılmıştır. Sağlık hizmetlerinin finansmanı açısından Genel Sağlık Sigortası Sistemi'nin etkinliği, sistemde uygulayıcı olarak faaliyet gösterenler ile sistemin finansmanını sağlayan tarafların uyumuna bağlıdır. Yeniden yapılandırılan sistemin geleceği ve başarısı ise bireylerin reform sürecini benimsemeleri ve finansmanına yeterli düzeyde katılımları ile sağlanabilir.Bu çalışmanın amacı, Genel Sağlık Sigortası Sistemi'ni, sağlık hizmetlerinin finansmanı açısından değerlendirerek, reform sürecinin başarı düzeyini toplumsal bir bakış açısı ile birlikte irdelemek ve buradan elde edilen sonuçlarla sistemin geleceği hakkında bir değerlendirme yapabilmektir. Çalışmada bu amaca ulaşabilmek için, sağlık hizmetlerinin finansmanı açısından Genel Sağlık Sigortası Sistemi incelenmiş ve vatandaşların yeniden yapılandırılan sisteme ilişkin bakış açıları tespit edilerek istatistiksel analize tabi tutulmuştur. Elde edilen sonuç, toplumun büyük bir kesiminin yeniden yapılandırılan sağlık sigortası ile sağlık sisteminde nispeten olumlu bir gelişme yaşandığı görüşüne sahip olduğunu göstermektedir.

The Turkish health system was restructured in line with the necessities of a modern state. Bearing in mind the financing of the health service, the performance of the General Health Insurance System is obviously linked to the cooperation between the performer and the financer of the system. The future and the success of the reformed system can be assured by the adaptation of the individuals to the reform process as well as by their sufficient participation to its financing.By evaluating the General Health Insurance System in view of the financing of the health insurance, this work aims to understand the success of the reform process with a social perspective and to assess the future of the system. For this aim, ideas and concerns of the individuals regarding the system were tried to be scrutinized. According to the results of the field research, overwhelming majority of the population thinks the recent changes in the health insurance relatively positive.
