AB fonları ve AB kırsal kalkınma politikasının Türkiye hayvancılık sektörüne etkileri

Abstract

Türkiye'nin AET'ye ortaklık başvurusuyla başlayan ve günümüze kadar gelen süreçte, Türkiye pek çok AB mali yardımından faydalanmıştır. İçinde Türkiye'nin de yer aldığı AB'ye aday ülkeler için mali yardım mekanizması, 2007-2013 yıllarını kapsayan bir dönem için yeniden tanımlanmıştır.AB'de tarım sektörünün desteklenmesi ve yönlendirilmesi son düzenlemeyle birlikte kırsal alanda OTP kapsamında sürdürülmektedir. AB, kurmuş olduğu OTP çerçevesinde en korumacı ve destekleme düzeyi en yüksek tarım politikaları izlemiş ve tarım ve hayvancılık sektörlerini belirli bir sistem içerisinde önemli düzeyde geliştirmiştir. Buna karşın Türkiye, sistemden uzak, daha çok günün ihtiyaçlarına göre politikalar yürütmüş ve sektördeki sorunlar süregelmiştir. Nitekim Türkiye'nin AB'ye tam üyelik sürecinde, uyumu en zor görülen konuların başında OTP gelmektedir.Bu çalışmayla, adaylık sürecinde Türkiye'de uygulanacak olan IPA Programı ve bu programın IPARD Bileşeni hakkında bilgiler verilmiş ve Türkiye'de uygulanmakta olan IPARD Programının hayvancılık sektörüne etkileri hakkında görüşler de yer almıştır.Anahtar Kelimeler: AB, OTP, IPA, IPARD.

Turkey has benefited from many kinds of the EU financial aids from the partnership application to the EEC until today. The financial aid mechanism of EU for candidate countries which covers Turkey has been described for a seven year period between 2007 and 2013.Supporting and managing agricultural sector in the EU is sustained with the latest version of regulation in rural area of the CAP extent. The EU has fulfilled the highest supporting level and the momt conservative agricultural policies through the CAP, and developed the agriculture and livestock sectors to a significant level within a systematic way. On the contrary, Turkey, mostly has implemented save the day policies, without a systematic way, so the problems of these sectors has remained. As a matter of fact, CAP is known as the most difficult subjects to adapt process of Turkey.Through this study, some information is given about IPA Program, and its IPARD, Which are going to be implemented during the candidacy process of Turkey, and opinions are given in related to the impact of IPARD Program on livestock sector in Turkey.Key words: EU, CAP, IPA, IPARD.
