Harmonization of foreign policies of Turkey and the European Union: The case of the Middle East

Abstract

Bu tezin amacı Avrupa Birliği (AB) adaylığının Türk dış politikası üzerindeki etkisinive Türkiye'nin ve Avrupa Birliği'nin Ortadoğu politikalarının uyum ve/veya uyumsuzluğunuincelemektir. Bu tezde, Soğuk Savaş sonrası dönemde Ortadoğu'daki siyasi gelişmelere,Türkiye'nin Avrupa Birliği ile ilişkilerinde ve Avrupa Birliği'nin gelişimine özel bir önemvererek Soğuk Savaş sonrası dönemde yaşananların ve Türkiye'nin Avrupa Birliği'neadaylığının Türkiye'nin ve Avrupa Birliği'nin dış politikalarını nasıl yakınlaştırdığını,Türkiye'nin Avrupa Birliği'ne adaylığının ve muhtemel üyeliğinin bu uyumu nasıl artırdığınıve artıracağını göstermeye çalıştım. Avrupa Birliği üyelerinin ve adaylarının dışpolitikalarında meydana gelen değişikliklerin incelenmesi Avrupalılaşma olaraktanımlanmaktadır. Bu tez çerçevesinde Türkiye'yi diğer AB adayı ve üyesi ülkelerlekarşılaştırmak için AB üyelerinin dış politikalarındaki değişimlere ve bu değişimi inceleyenteorik çerçeveye değinilmiş ve bu teorik çerçeve Türkiye örneğine uygulanmıştır.

The aim of the dissertation is to analyze the impact of the European Union (EU)candidature on Turkish foreign policy and to the harmony and/or disharmony betweenTurkey?s and the European Union?s foreign policies regarding the Middle East. In thisdissertation, by paying special attention to the political developments in the Middle East,Turkey?s relations with the European Union, and the evolution of the European Union in thepost-Cold War period, I show to what extent the events in the post-Cold War era and Turkey?scandidature to the Union have brought the foreign policies of Turkey and the European Unioncloser and how Turkish candidacy for and possible membership in the European Union haveincreased and will increase this harmony. The analysis of the changes in the foreign policiesof the EU members and candidates is referred as Europeanization. In order to compare Turkeywith the other EU members and candidates, I touch upon the changes in the foreign policies ofthe EU member states and the theoretical framework to analyze this change and apply thisframe work to the case of Turkey.
