Liberalism of the Democrat Party in its years of opposition

Abstract

KISA ÖZET Çalışmanın konusu Demokrat Parti 'nin muhalefet dönemi liberalizm anlayışıdır. Tezin amacı Demokrat Parti' nin liberalizm anlayışını ve bu anlayışın 1945-1950 yılları arasında, yani muhalefet döneminde, partiyi nasıl biçimlendirdiğini incelemektir. Demokrat Parti' nin iddia ettiği gibi gerçekten liberal olup olmadığı ve, siyasal çoğulculuk ve özel girişimin egemenliği olarak yorumladığı liberalizm yaklaşımı araştırılmıştır. Bu yaklaşımın aksayan taraflarının ve göstermelik yönlerinin açığa çıkarılması ile iktidar dönemi anti-liberal tavırlarına bir açıklama getirilmeye çalışılmıştır. Demokrat Parti' nin liberalizm yanlısı tavırlarının gerçeği yansıtmadığı, partinin liberal prensipleri ve demokratik kurumları ancak belli koşullara kabul ettiği ve bu kabul etmenin de demokrasiye inançtan çok iktidarı elde etmenin araçları olarak yorumladığı ve kullanıldığı varılan sonuçlar arasındadır. Demokrat Parti' nin liberalizm anlayışı açısından diğer Türk partileri arasındaki yeri ve bu mirasın partinin liberalizmine etkileri, partiyi oluşturan sosyal gruplar ve bu grupların liberalizm anlayışlarının verdiği biçimler, liberalizm kavramı ve bu kavramın DP tarafından kullanılış biçimi, partinin ekonomiye liberalizm perspektifinden bakışı ve kavramları yorumlayışı, çoğulcu sisteme geçişte partinin ve diğer kurumların katkıları, parti içi muhalefet kavramı, parti içi muhalif gruplar ve parti içi muhalefetin nasıl yorumlandığı, partinin elitizmi ve popülizmi aracılığıyla hareketin elitist niteliği, diğer partilerle olan ilişikleri çerçevesinde siyasal çoğulculuğu ve anayasa gibi bir takım kurumlara yaklaşımlarından hareketle demokrasi ve liberalizm iddialarının tutarlılığı. Demokrat Parti' nin muhalefet dönemi liberalizm anlayışını değerlendirme amacına yönelik aşamalardır.

iv ABSTRACT The subject of the study is liberalism of the Democrat Party during its years of opposition. The aim of the study is to analyze liberalism understanding of the DP and how this approach shaped the party between 1945 and 1950 i.e. in its years of opposition. It was analyzed that whether the DP was really liberal as it asserted, and what the party's attitude towards liberalism was. The Democrats interpreted liberalism a3 the political plurality of the parties and the dominance of private enterprise. It was aimed in the study to give an explanation to the anti-liberal attitudes of the DP in 1950-60 through searching the liberalims of the party in its years of opposition. Some of the results are as follows; the liberal attitudes of the DP did not reflect the reality, the party accepted some liberal principles and democratic institutions only with certain conditions and this acceptance was because of the fact that the DP used these principles and institutions as tools in fight of power, rather than because of its belief in democracy. Some of the steps which were used in search of interpreting the liberalism understanding of the DP in its years of opposition are listed above; the place of the DP among other Turkish parties according to its liberalism and the effects of this heir on the DP. the social groups which formed the party and the effects of their understanding of liberalism on the party's understanding of liberalism, the concept of liberalism and the DP1 s use of this concept, the DP' s interpretation of economic life and concepts through the liberal perspective, the contributions of the D/P and other Turkish civil institutions to the founding of the multi-party system. intra -party opposition groups and how the founders of the DP regarded them, the elitism of the DP and its use of populist policies, the relations of the DP with other political parties, the consistency of the liberal policies of the party.
