dc.description.abstract | Bu tezin amacı, korumacılığı kaldırmaya veya yeni korumacı tedbirler üretmeye yönelik uluslararası görüşmeler devam ederken neden hükümetlerin tekstil ve hazır giyimde korumacılığı seçtiği araştırma sorusuna cevap vermektir. Tekstil ve hazır giyim endüstrisi, gelişmekte olan ülkelerin endüstrileşmesinde anahtar rol oynadığından dolayı korumacılığın gelişimini takip etmek Üçüncü Dünya ülkelerinin ekonomik gelişimlerini anlamak açısından önem taşımaktadır.Bu tezde korumacılığı açıklamak için üç temel itici güç ele alınmıştır. Birincisi, endüstrileşmiş marketlerde rekabete neden olan gelişmekte olan ülkelerin mukayeseli üstünlükleridir. İkincisi, çıkar gruplarının hükümet üzerinde korumacı politikalar uygulatmaya yönelik baskılarıdır. Sonuncu olarak da, uluslararası sistemde hakim konumunda olan ülkenin gücünün azalmasıdır.Tekstil ve hazır giyim endüstrisi bu itici güçler nedeniyle çeşitli uluslararası anlaşmalarla 1950'lerden beri korunmaktadır. Ancak yoğun korumacılığa karşın gelişmekte olan ülkelerin ihracatı endüstrileşmiş marketlere nüfuz etmeye devam etmiştir. Bunun sonucu olarak, hem gelişmekte olan hem de endüstrileşmiş ülkeler, tekstil ve hazır giyimdeki korumacılığı Uruguay Round toplantılarında kaldırmaya karar vermişlerdir. Tekstil ve Hazır Giyim Anlaşması'na (THA) göre, bütün tarife dışı engellerin 2005 yılma kadar kaldırılması öngörülmektedir. Çok Elyaflılar Anlaşması'nın varolmadığı ortamı tanımlarken her iki grubun, çeşitli derecelerde de olsa, bu ortamdan faydalanacağına dair birtakım senaryolar oluşturulmuştur. Yine de, gelecekte tekstil ve hazır giyimde yeni korumacılık şekillerine neden olabilecek, THA'nın gerekliliklerinin yerine getirilmemesinden doğacak potansiyel tehlikeler bulunmaktadır. | |
dc.description.abstract | This thesis attempts to answer the research question as to why governmentswould choose protectionism on textiles and clothing while at the same time internationalnegotiations towards eliminating or producing protectionist measures worldwidecontinue. Since textile and clothing industry plays a key role in the industrialization ofdeveloping countries, it is important to follow the patterns of protectionism in order tounderstand the Third World economic development.Three major moving forces are used in this thesis in order to account forprotectionism. The first one is the comparative advantage of developing countries,which causes competition in industrialized markets. The second one is the influence ofinterest groups on the government for enacting protectionist state policies. Finally, thehegemon's declining capabilities may cause protectionism in the international system.Because of these moving forces, textile and clothing industry has been protectedby various international arrangements since the 1950s. However, despite this intenseprotectionism, exports of developing countries have continued to penetrate intoindustrialized markets. Consequently, both developing and industrialized countriesdecided to remove protectionism on textiles and clothing during the Uruguay Round.According to the Agreement on Textiles and Clothing (ATC), all non-tariff barriers willbe removed by the year 2005. Various scenarios are constructed to describe the nonMFAenvironment in which both parties are believed to have benefits, though in variousdegrees. Yet, there are possible dangers for not fulfilling the requirements of the ATC,which, in future, may cause new forms of protectionism on textile and clothing trade. | en_US |
