Türkiye`de işsizlik sorunu ve işsizlikle mücadele`de uygulanan politikalar ve bu politikaların genel değerlendirmesi: Karabük ili örneği

Abstract

İşsizlik sorunu son yıllarda global bir konu olarak gündeme gelmektedir. Geçmiş yıllarda sadece belirli sayıdaki ülkenin sorunu olan işsizlik, bugün dünyanın en gelişmiş ülkeleri için dahi ciddi bir sorundur. Gerileyen üretim kapasitesi, yanlış yürütülen finansal politikalar ve küresel finansal krizler, işsizliğin en büyük nedenlerindendir. Hem toplumsal hem finansal hem de ruhsal anlamda bir çöküşe sebebiyet veren işsizlik için artık dünya genelinde ortak politikalar yürütülmektedir. İşsizlik konusunda, büyük ölçüde, gelişmiş ve az gelişmiş ülkeler arasında herhangi bir fark kalmamıştır. Türkiye de bu sorunun mağdurlarından biri olarak görülmektedir. İşsizlik sorunu, Türkiye'nin gündeminde sürekli olarak yerini korumuştur ve halen sorun geçerliliğini hissettirmektedir. Bu çalışmada işsizlik konusunun varlığı, önemi ve geçerliliği üzerine odaklanılmıştır. Bununla birlikte, işsizlik sorununun dünya üzerindeki ve Türkiye'deki durumuna değinilmiştir. Özellikle Türkiye'deki işsizlik sorunu ve soruna karşı alınan önlemler detaylı olarak değerlendirilmiştir. Çalışmanın son bölümünde ise Türkiye'de işsiz olarak nitelendirilen bireyler arasında yapılan araştırmaya yer verilmiştir; bu araştırmada işsiz bireylerin istihdam politikalarına dair yaklaşımlarına dair fikir elde edilmeye çalışılmıştır.

The matter of unemployment has come up as a global issue in the last years. The issue, which was just the matter of a few countries in the past, is a serious matter even for the most developed countries of the world, today. Regressing production capacity, wrong processed financial policies and global financial crisis are the greatest reasons of unemployment. There were common policies all around the world against the harms of unemployment, which causes a downfall in social or financial or spiritual mean. On the unemployment issue, mostly, there is not any difference between most developed and less developed countries. Turkey is seen as one of the victims of unemployment matter. The matter of unemployment has protected its place on the agenda of Turkey and that matter makes itself felt. In this study, there was focused on the existence of unemployment matter, its importance and validity. At the same time, there was touched upon the situation of unemployment matter in the world and Turkey. In particular, unemployment matter in Turkey and preventions against the matter were touched upon in details. In the last part of study, there is an research between the persons, who are described as `unemployed` in Turkey; in this research, there was tried to get information about those unemployed persons' approaches on employment policies n Turkey.
