Türkiye`de sosyal belediyecilik uygulamaları ve Bornova Belediyesi̇ örneği

Abstract

Küreselleşmenin beraberinde getirdiği yerelleşme ile birlikte sosyal devlet kavramının zayıflaması beraberinde sosyal belediyecilik kavramını getirmiştir. Yerel düzeyde belediyeler; artık sadece yol, alt yapı, çevre temizliği, imar gibi hizmetler yapmamakta bunların yanında sosyal yardım ve sosyal hizmet faaliyetleri yaparak merkezi idarenin yükünü azaltmaktadır. Sosyal belediyecilik küreselleşmenin getirdiği sosyal sorunlar, hızlı kentleşme, bilgi çağının getirdiği problemler gibi birçok soruna çözüm arayışlarına yerelde katkı sağlamaktadır. Bu çalışmada Türkiye'de yerel yönetim birimleri, sosyal devlet ve sosyal politika kavramları, Türkiye'de ve dünyada sosyal belediyecilik faaliyetleri ve faaliyet raporları çerçevesinde Bornova Belediyesi'nin yaptığı sosyal belediyecilik faaliyetleri incelenecektir.

Localisation driven by globalisation has caused the social state concept to lose its power, and thus has given birth to the social municipalism concept. At local level, municipalities not only provide services such as road building, infrastructure, environmental cleaning and reconstruction but also social aid and social service facilities which relieves the burden of the control administration. Social municipilism contributes at local level to seeking solutions to a large number of problems such as social problems derived by globalisation, rapid urbanization and the problems release to the information age. İn this work; local government units, the cocepts of social state and social policy, social municipality activities in performed by Bornova Municipality in the contextof activity report will be addressed.
