Belediyelerin gençlik hizmetleri: Manisa örneği

Abstract

Kamu yönetiminin önemli bir parçası olan belediyeler, kamusal hizmetlerin vatandaşa en etkin, verimli, kısa yoldan, hızlı ve düşük maliyetle sunulmasını sağlayan kurumlardır. Hizmet alanların, kamu gücü ve kuruluşu olarak ilk muhatap oldukları ve en kolay ulaştıkları yönetim birimleridir. Belediyeler önceleri sadece klâsik kent hizmetlerini sunarken, 1970'li yıllardan sonra sosyal devlet anlayışı bağlamında gençlik hizmetleri, sağlık, spor ve yaşlı bakımı gibi bir takım sosyal hizmetleri de sunmaya başlamışlardır. Bu anlamada, gelişen teknoloji ile birlikte beşerî sermayenin ve yetişmiş insan gücünün öneminin artması genç ve dinamik nüfusa sahip olan ülkemizde gençlik hizmetlerini daha da önemli hale getirmiştir. Ülkemizde özellikle son yıllarda yaşanan ekonomik gelişmeler, hızlı kentleşme, iletişim ve ulaşım imkânlarının artması ile gençlerin kamu kurumlarından hizmet alma beklentisi ve isteği artmış; eğitim, kültür, spor, sanat ve sosyal hizmetler ile ilgili beklenti düzeyleri yükselmiştir.Bu çalışmanın amacı, sosyal belediyecilik anlamında belediyelerin gençlere sunduğu hizmetlerden, hizmet alanların gençlerin algılarının araştırılmasıdır. Bu kapsamda önce belediyelerin kuruluşu, gelişimi ve sosyal belediyecilik teorik olarak anlatıldıktan sonra, alan araştırması olarak Şehzadeler ve Yunusemre ilçelerinde Manisa Büyükşehir Belediyesi, Şehzadeler Belediyesi ve Yunusemre Belediyesinin sunduğu gençlik hizmetlerinden gençlerin algılarının ölçülmesi için anket uygulanmış ve anket sonuçları analiz edilerek bir değerlendirme yapılmıştır.

Municipalities, which are an important part of public administration, are the institutions that provide public services to the citizen in the most effective, efficient, short way, fast and low cost. As the public power and organization, these are the administrative units where the service recipients can participate and reach the easiest. While municipalities initially provided only classical city services, after the 1970s, they started to provide social services such as youth services, health, sports and elderly care within the context of social state understanding. In this sense, the importance of human capital and educated manpower together with the developing technology has made the youth services more important in our country which has a young and dynamic population. In our country, especially with the economic developments in recent years, rapid urbanization, increasing communication and transportation opportunities, young people's expectation and desire to receive services from public institutions has increased. In other words, expectations about education, culture, sports, arts and cultural services have increased.The aim of this study is to investigate the satisfaction level of service users from the services provided by the municipalities to the youth in terms of social municipalism. In this context, first of all the establishment of municipalities, development and social municipalities have been explained theoretically and then a survey has been conducted for measuring the satisfaction level of the youth services offered by Manisa Metropolitan Municipality, Şehzadeler Municipality and Yunusemre Municipalities in Şehzadeler and Yunusemre districts.
