Yeni Mecmua`da milli iktisat ve solidarizm

Abstract

Hazırlanan bu çalışmada, 1917-1918 yıllarında 66 sayı olarak yayınlanan Yeni Mecmua isimli yayın, milli iktisat ve solidarizm kavramları açısından incelenmektedir. Osmanlı Tarihi'nin en uzun on yılı olarak nitelendirilebilecek olan II. Meşrutiyet Dönemi süresince yönetimde önemli bir rol oynayan İttihat ve Terakki zihniyetinin çizgisi, Balkan Savaşları ve Birinci Cihan Harbi'nin de etkisiyle liberal düşünceden milliyetçi düşünceye kayar. Milliyetçi düşüncenin etkisiyle Almanya'da ortaya çıkan milli iktisat teorisi ekonomi politikalarında takip edilmeye başlanır. Milli iktisat düşüncesi, piyasayı görünmez bir ele bırakmak yerine devletin piyasaya müdahale etmesini ve düzenlemesini öne sürer. Koruyucu gümrük politikalarının benimsendiği bu iktisadi düşünce sistemi Birinci Dünya Savaşı yıllarında Osmanlı Devleti tarafından ekonomi politikası olarak izlenir. Milli iktisat ile savaşın getirdiği olumsuz ekonomik koşulları aşmaya çalışan İttihat ve Terakki zihniyeti, savaşın neden olduğu toplumsal sorunları ise solidarizm ya da tesanütçü yaklaşımla çözmeye çalışır. Toplumsal dayanışmayı savunan, her türlü iktisadi sınıfın ortadan kaldırılmasını amaçlayan solidarizm savaşın son yıllarında İttihatçı aydınların zihinlerini meşgul eder. Batıyı takip eden aydınlar ana hatlarını Emile Durkheim'ın oluşturduğu Fransız solidarizminden etkilenirler. Özellikle Ziya Gökalp ve Tekin Alp'in dönemin entelektüel bir otoritesi olan Yeni Mecmua'da solidarizm düşüncesini temel alan makaleler kaleme aldıkları görülmektedir. Bu çalışmada; bu makaleleri temel alarak dönemin aydınlarının solidarizm ve milli iktisat sistemi ile ilgili düşünceleri üzerinde durulmaktadır. In this study, Yeni Mecmua, which was published as 66 issues in 1917-1918, is examined in terms of national economy and solidarism. The line of the Union and Progress mentality which can be described as the longest decade of Ottoman history played an important role in the administration during the II. Constitutional Monarchy Period, shifted from liberal thought to nationalist thinking with the effect of Balkan Wars and the First World War. Under the influence of nationalist thinking, the national economic theory that emerged in Germany began to be followed in economic policies. The idea of national economy proposes that the state intervene and regulate the market rather than leaving it invisible hands. This economic thought system, which adopted protective customs policies, was followed by the Ottoman Empire as an economic policy during the First World War.The Union and Progress' mentality, which tries to overcome the negative economic conditions brought by the war with national economy, tries to solve the social problems caused by the war by solidarism or coincidentalist approach. Solidarism, which advocates social solidarity and aims to eliminate all kinds of economic classes, occupies the minds of the Unionist intellectuals in the last years of the war. The intellectuals following the West are influenced by French solidarism, whose main lines are formed by Emile Durkheim. It is seen that Ziya Gökalp and Tekin Alp have written articles based on the idea of solidarism in Yeni Mecmua which is an intellectual shot of the period. In this study, based on the articles mentioned in the publication, the thoughts of the intellectuals of the period on solidarism and national economic system are emphasized.Keywords: Yeni Mecmua, Union and Progress, Solidarism, Solidarity, National Economy, Cooperation, Division of Labor.
