Karl Popper`in siyaset felsefesi`nin etik temeli üzerinebir çalışma

Abstract

Popper'in bilim ve siyaset felsefesine ilişkin görüşleri epistemolojik bağlamda elealınmış ve felsefi görüşü yorumlanırken etiğe ilişkin düşünceleri neredeyse hiç hesabakatılmamıştır. Bu çalışmada özellikle Türkçe literatürde eksik olduğunu düşündüğümüz bunokta tartışıldı ve Popper'in siyaset felsefesinin etik bağlamda okunabileceği ve böyle birokumanın önemi gösterilmeye çalışıldı. Tezimizde, 'Popper'in siyaset felsefesinintemelinde insan ve değer görüşü yatmaktadır' düşüncesini ana kabul alarak hareket ettik.Bu düşünceyi göstermek amacıyla, Tezimizin birinci bölümünde Popper'in siyasetfelsefesi bağlamında ortaya koyduğu kavramlar ele alındı. Sözgelişi açık toplum, kapalıtoplum, entelektüel sorumluluk, özgürlük, akılcı tutum, eleştirel akılcılık, tarihsicilik, ulusdevlet gibi kavramlar tek tek ele alınarak, bunların etikle olan bağlantısı gösterilmeyeçalışıldı.İkinci bölümde Popper'in siyaset felsefesinde etiğin yeri değerlendirildi. Buyapılırken, siyaset felsefesinde Popper'in insan görüşü ve değer görüşünün önemli bir yeresahip olduğu görüldü. İnsanın kendi aklını kullanarak iyiyi seçebilme yeteneğinin öneminigösteren Popper'in; insanın rasyonelliğini, başka bir deyişle eleştirel rasyonalizmi özgürlük,sorumluluk, hoşgörü, saygı, dürüstlük gibi insani değerler (genel olarak kişi değerleridiyebileceğimiz değerler) bağlamında siyaset felsefesinin temeline nasıl yerleştirdiğitartışıldı.Tartışma ve Sonuç kısmında ise Popper'in siyaset felsefesinin etik temeligörülmezse, onun epistemolojinin, bilim ve siyaset felsefesinin doğru anlaşılamayacağıortaya koyulmaya çalışılmıştır. Siyaset görüşünün temelinde etik bir anlayış olduğunda, buanlayış, insana yaraşır olanı söylemesi bakımından önem arzetmektedir. Bu yanıyla siyasetfelsefesi, ancak geleceğe ilişkin bir 'etik bir kaygı'yla, kendini insanlığa karşı sorumluhissetmeyle yapılabilir, sonucu çıkarılabilir. Popper's ideas on philosophy of science and politics have been addressed mainly inthe epistemological context, yet his thought on ethics has hardly been taken into accountwhile interpreting his philosophy in general. In this study, this point which we think to beoverlooked especially in Turkish literature, is discussed and it was tried to be shown that thepolitical philosophy of Popper can be read in the ethical context and that such a reading isimportant. In our thesis, we started by taking the assertion that 'at the bottom of Popper'spolitical philosophy lies his view of human and value' as our principle assumption.In order to explain this thought, in the first chapter of our thesis, Popper's conceptsin the context of political philosophy were discussed. Concepts such as; open society, closedsociety, intellectual responsibility, freedom, rationalistic attitude, critical rationalism,historicism, nation-state were attempted to be clarified one by one and in their connectionwith ethics.In the second chapter, the role of ethics in Popper's political philosophy wasevaluated. In doing so, it was seen that Popper's views related to being human and ethicalvalues have a critical place in his political philosophy. It was discussed how Popper, whoindicates the significance of human being's ability to choose the good by using his ownmind, based his political philosophy on the rationality of human being or to put itdifferently; on critical rationalism understood in the context of human values such asfreedom, responsibility, tolerance, respect and honesty.In the Discussion and Conclusion section, it is attempted to put forward that if theethical basis of Popper's political philosophy is not acknowledged, neither his philosophy ofscience nor his political thought can be understood properly. When there is an ethicalunderstanding at the basis of his political thought then it becomes possible to talk inaccordance with human dignity. In this sense we can conclude that, political philosophy ispossible provided that there is an 'ethical concern' about future and a sense of responsibilityfor humanity.
